<li>Evaluate the performance of physicians and PA / NPs in compliance with Vituity policies and guidelines.</li>
<li>Monitor physician competencies with progressive improvement using appropriate metrics. Counsel, suspend, or remove staff from the schedule as necessary in compliance with Vituity polices / guidelines.</li>
<li>Actively participate in contract negotiations in conjunction with the Regional Director.</li>
<li>Develop, foster, and maintain productive and collaborative working relationships with hospital leadership, nursing staff and other healthcare team members.</li>

Required Experience and Competencies

JOB SUMMARY
The overall purpose of the Director of Internal Audit role is to assist the college in accomplishing its goals by providing objective and relevant assurance regarding risk management, control, and governance processes to college management and the Tennessee Board of Regents.&nbsp; This position reports administratively to the college President and functionally to the TBR Audit Committee through the TBR Chief Audit Executive (CAE).&nbsp;
The Director is responsible for developing the college’s annual audit plan and conducting internal financial, operational, and compliance audits as outlined in the plan, or as directed by the President or the Tennessee Board of Regents (TBR) Audit Committee.&nbsp; The audits are for the purpose of determining the adequacy of the institution’s systems of internal control for continuous improvement; risk management; fraud awareness; efficiency and effectiveness of financial, administrative and academic management; and verification of compliance with policies, requirements, and laws of the college, Tennessee Board of Regents, State of Tennessee, Federal Regulations, and accreditation standards.
ESSENTIAL JOB FUNCTIONS
<ul>
<li>Direct a comprehensive program of internal audit for the college, reporting results and other information to the Audit Committee through the TBR CAE.</li>
<li>Comply with the Institute of Internal Auditors Standards and Code of Ethics.</li>
<li>Prepare annual audit plans based on discussions with the president and senior leadership and audit risk assessments.&nbsp; Submit to the CAE for presentation to and approval by the TBR Audit Committee.</li>
<li>Develop audit programs, internal control questionnaires, audit procedures, working papers, and audit reports.</li>
<li>Examine college records and test for compliance with TBR and college policies and with state and federal laws or regulations.</li>
<li>Meet as needed with management to discuss findings, observations, and recommendations.</li>
<li>Conduct audit follow-up work as required or needed, including follow-up audits for Comptroller of the Treasury findings.</li>
<li>Maintain audit working papers according to records retention requirements.&nbsp;</li>
<li>Provide required monthly, quarterly, and annual reports, including status reports on management’s corrective actions, audit plan revisions, audit status, audit reports, and other information to the Audit Committee through the CAE.</li>
<li>Meet regularly with the president and other senior management to discuss college strategic initiatives, risks, internal controls, audit planning and status, and other management issues.</li>
<li>Assist the president in maintaining operations which are fiscally well-controlled, efficient, and effective.</li>
<li>Provide management advisory services, including interpreting TBR policies and guidelines, state and federal laws and regulations, and contractual agreements.</li>
<li>Coordinate special assignments from the president and develop suggestions for enhancements.</li>
<li>Analyze systems and processes for efficiency; make recommendations to appropriate administrators, as necessary.</li>
<li>Report allegations of fraud, waste, or abuse to the TBR Audit Committee through the TBR Office of System-wide Internal Audit.</li>
<li>Conduct fraud, waste, or abuse investigations as required and make recommendations for improved controls, operating procedures, account records, and system designs.</li>
<li>Assist and coordinate with the Tennessee Office of the Comptroller of the Treasury and other external auditors, as necessary.</li>
<li>Establish and maintain effective working relationships with college personnel, system-wide counterparts, TBR staff, and external contacts.</li>
<li>Attend TBR Internal Audit Directors meetings.</li>
<li>Serve on college committees and system-wide auditor group committees as required or requested.</li>
<li>Plan and execute a documented Quality Assurance and Improvement Plan (QAIP) in compliance with the Institute of Internal Auditors Standards.&nbsp;</li>
<li>Plan and oversee the internal audit budget based on goals and objectives congruent with the strategic plan, college initiatives, and internal audit plan.</li>
<li>Fulfill applicable requirements including continuing professional education, necessary to maintain certifications to meet position requirements.</li>

JOB LOCATION
Cleveland State Community College in Cleveland, Tennessee, is the primary workplace. The incumbent will be obligated to attend meetings as deemed necessary to support the programs of the division. Travel to off-campus instructional sites within the College's five-county service area is anticipated.

This position requires the ability to obtain a public trust clearance. We are honored to be recognized as a company that values a people-centered culture, and we are grateful to our employees for making this possible!<h4>Responsibilities</h4><ul><li>Support BARDA Program Office(s) as a subject matter expert in the fields of Chemical Threats, Radiological/Nuclear Threats, Burn and Blast Injuries, or Biological Threats (including viral and bacterial threats), Influenza and Emerging Infectious Diseases Division (IEIDD) as well as the research, development, manufacture, and regulatory approval/ licensure/ clearance of medical countermeasures against these threats including but not limited to diagnostics and other medical devices/infrastructure vaccines and other preventives, and therapeutics.</li><li>Serve as advisor(s) on Technical Evaluation Panels (TEPs) to include white papers/market research abstracts, technical proposals, and budget proposals.</li><li>Participate as subject matter experts on Program Coordination Teams (PCTs).</li><li>Provide expert assessments, recommendations, and guidance as well as educational material to PCT and COR as needed.</li><li>Provide subject matter expertise and advisory support to federal staff for development of cost estimates for notional programs/proposed work.</li><li>Review and comment on study protocols, study reports, regulatory documents, presentations, proposals, and related documents.</li><li>Develop work products (including but not limited to expert summary reports, expert opinion assessment reports, analysis reports, manuscript writing/contribution, and review and technical assessments on a wide variety of documents related to BARDA’s mission, including solicitations, white papers, proposals, and post-award contract documents and deliverables), as requested in their SME area and at their required level of expertise.</li><li>Advise federal staff on the appropriateness and the probability of success of Contractor proposed statements of work Make suggestions on ways to improve those statements of work.</li><li>Participate and aid in strategic discussions, working with USG, in building new program areas in alignment with BARDA’s mission space.</li><li>Provide recommendations for project development level portfolio management and oversight as required.</li><li>Provide recommendations or advise on development, implement, and consciously improve Total Life Cycle Cost (TLCC) efforts; Participate in Market Research efforts.</li><li>Provide subject matter expertise in fields relevant to the Homeland Security Enterprise, including chemical and biological subject areas.</li><li>Monitor project performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.</li><li>Assist with planning technology transitions to the respective operational customer.</li><li>Attend meetings, workshops, conferences, and program reviews at the direction of the program or project manager to provide programmatic and technical review, record meeting minutes, and contribute to the program management dialogue with performers.</li><li>Support the identification, assessment, evaluation, and testing of existing and emerging technologies, systems, and capabilities, including coordination with related government, academic, and industry programs; attend meetings and symposia; coordinate meetings and programs reviews; and support program advocacy including development and production of presentation materials.</li><li>Expert ability to deliver work products related to the development and management of programs within current and planned BARDA chemical threat medical countermeasures advanced development and acquisition contracts.</li><li>Provide guidance to less experienced staff, reviews the work of others, authoritatively contribute to multi-functional analytic teams, and maintain currency in understanding relevant WMD technologies, trends, and procedures.</li><li>Coordinate with program managers, scientists, and other subject matter experts as required.</li><li>Collaborate with the Intelligence Community, Defense Department, national labs, and academia to address chemical and biochemical threat issues.</li><li>Perform assessments and projections as part of analysis process.</li><li>Develop technical reports and briefings, project deliverables, monthly status reports and other finished products.</li></ul><h4>Qualifications</h4><ul><li>Doctoral degree in chemistry, pharmacology, toxicology, or similar field with commensurate experience</li><li>15+ years of experience</li><li>Demonstrated ability to work effectively within or lead a team of peers, as well as excellent interpersonal and communications skills</li><li>Ability to communicate complex analyses at a level comprehensible to laymen and senior-level government representatives</li><li>Demonstrated knowledge of adversary chemical programs, trends, and technologies, strategic weapons developments, WMD, and/or counterproliferation</li><li>A working familiarity with global chemical infrastructure, technologies, and initiatives</li><li>Understanding of global technology control, arms-control, and nonproliferation efforts associated with chemical and strategic weapons (OPCW, CWC, Australia Group)</li><li>Deliverables would include work products related to the development and management of programs within current and planned BARDA chemical threat medical countermeasures advanced development and acquisition contracts</li><li>Ability to obtain a public trust clearance.
