The Administrative Specialist 2(AS2)serves as the primary administrative support person, coordinating both on-site and off-site logistics while ensuring seamless administrative support for the Oregon Health Authority’s (OHA) Oregon State Hospital’s (OSH) Health Equity Support Services (HESS) team members and other OSH staff. This role is pivotal in facilitatingadministrativeduties and fostering operational efficiency.
Reporting directly to the HESS Manager, this position plays a key role in aligning with Oregon Health Authority (OHA) strategic priorities, particularly embedding health equity into every aspect of OSH and OHA operations. The AS2 takes ownership of critical administrative projects, serving as the HESS Team’s resource person and a problem solver.
This position provides confidential administrative support, helps address staff and patient concerns related to culturally and linguistically responsive services, equity initiatives, and compliance standards. It also involves collaboration with other support roles across OSH and OHA to enableeffective integration of equity-focused policies, procedures and practices.
Success in this role requires sound judgment, strong organizational abilities, and problem-solving skills. The AS2 must navigate complex policies and procedures, adapting to dynamic circumstances where clear directives may be absent or where guidance from various entities may be misaligned. The ability to proactively interpret, implement, and reconcile policies and practices is essential to maintaining operational integrity and advancing OHA’s mission of health equity and inclusion.

What We Are Looking For
Minimum Qualifications: These qualifications must be described in detail in your application in order to be considered.
- Two years of general clerical experience, including keyboarding, word processing, or document generation; OR
- An associate degree in any field; OR
- An equivalent combination of education and experience.
This position provides administrative support for HESS team at OSH. OSH has two main campuses, Salem and Junction City. Key responsibilities include:
HESS Office Support
- Assist in daily office operations and administrative tasks.
- Answer phones, manage electronic documentation, and maintainfiles and records using various software and platforms.
- Coordinate transportation and travel logistics.
- Maintain and organize confidential or sensitive or both electronic and paper files.
- Assist in data collection and generating reports related to HESS, OSH, and/or OHA initiatives and programs.
General Administrative Responsibilities
- Coordinate schedules, meetings, and appointments.
- Prepare and distribute forms, reports, and correspondence including for virtual events.
- Provide office coverage, assisting visitors, staff, and external partners.
- Maintain office equipment and supplies.
- Ensure compliance with state, OHA and OSH policies, Oregon Administrative Rules (OAR) and Oregon Revised Statutes (ORS).
Work Environment & Physical Demands
- The role involves moving around the hospital to assist staff, attend meetings or perform other work.
- The role involves some in-state travel including to Salem, Junction City, Portland and other parts of the state.
- Some interaction with patients and family members, clinical teams, and external partners.
- May require standing, walking, and lifting office supplies.
- This role requires strong problem-solving skills, as issues may not always have clear guidance or established solutions and when and how to elevate matters

- Experience with electronic health records (EHR).
- Experience with Human Resources Information Systems (HRIS), preferably Workday.
- Ability to work in a fast-paced, high-stakes environment.
- Ability to communicate effectively with people from diverse cultural backgrounds.
- Strong verbal, written, and interpersonal communication skills.
