Multnomah County Department of County Human Services (DCHS) invites applications to fill one (1) Full Time Limited Duration Program Specialist Senior in the Aging, Disability and Veterans Services Division. The on-site location for this position is at the Five Oaks Building, 209 SW 4th Avenue, Portland OR 97204. This position is scheduled as Hybrid Telework, 40 hours/week, Monday-Friday, 8:00 AM – 5:00 PM. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. This is a limited duration position and is funded for up to 2 years but may end sooner.

The eligible list created from this recruitment may also be used to fill future regular, limited duration, or temporary positions in DCHS.

About the Position:The Program Specialist Senior will lead the recruitment, enrollment, training, and retention for ADVSD's advisory councils, as well as build and strengthen relationships between the councils and Multnomah County. Additionally, the Program Specialist Senior will help collect, organize and manage data collection, support program initiatives, and engage in policy analysis to support legislative efforts for the division.

Required Knowledge Skills and Abilities (KSA):Advanced Knowledge of Tableau – Building. In order to determine the level of skills, a test will be administer in advance.

Primary responsibilities include:

A. Advisory Councils, Community Engagement

  • Lead the recruitment, enrollment, training, and retention for ADVSD's advisory councils, Aging Services Advisory Council, and Disability Services Advisory Council. Foster relationships with new and existing members of the advisory councils. Lead the creation of any new advisory councils.
  • Maintain, support, and work with the different County departments for compliance of the Advisory councils with County and State/Federal requirements, bylaws, meetings, training, public comment, and participation on events. Liaison with O4AD (Oregon Association of Area Agencies on Aging and Disability) organization for council work, engagement, advocacy, and meetings.
  • Facilitate meetings with advisory council members and public attendees. Identify problems and formulate solutions independently or through consensus with stakeholders. In collaboration and under the supervision of the Division's Project Manager, lead, plan and coordinate collaborations within the ADVSD division, between DCHS divisions, across County departments, with other jurisdictions (local, state, federal, and tribal nations), other community partners and groups, with a focus on project planning, and management, as well as establishing KPIs (Key Performance Indicators), SMART goals (Specific, Measurable, Achievable, Relevant, and Time-bound), and setting up the tracking of requirements in different systems (such as SmartSheets, Asana, Google systems, etc.). Establish and maintain working and respectful relationships with new prospective working partners for ADVSD including private businesses, clients, family and caregivers of clients, and non-profit organizations. Collaborate and support County-wide DEI (Diversity, Equity and Inclusion) initiatives.

B. Initiatives, Research and Analysis

  • Create, maintain, and update different systems where ADVSD collects information related to the division's work. Including, but not limited to demographic data, utilization of programs, proposed initiatives and population impact, scopes of work, planning, implementation, and lessons learned. Participate in the planning, implementation, and follow up of the Area Plan as required by the Older Americans Act (OAA) in collaboration with senior leadership for the division, program managers, supervisors, staff members, contractors and clients.
  • Collaborate in the creation of surveys needed for program and project implementation. Participate in data related councils and community of practices (CoP), as well as community engagement councils/CoP, and support the Strategic Work Portfolio creation every fiscal year to senior leadership, and ADVSD programs.
  • Assist and participate in the creation of the ADVSD annual budget and program offers. Act as the primary driver and designated spokesperson on assigned project, other than the manager for highly complex interdivisional and inter-agency strategic programs.
  • Identify program structure, staffing, and operations to develop recommendations and implement changes. Propose, develop, establish and support the implementation processes for training and supporting staff/community partners who will assume long-term responsibility for new programs. Collaborate and establish reporting processes and systems. Tableau dashboard building and proficient Smartsheet building will be needed.

C. Policy and Legislative Engagement

  • Lead the participation of ADVSD during the legislative sessions at the local, state and federal level as needed. Advise senior management on policy and organizational issues. Analyze federal, state, and local policies to ensure fidelity and intended outcomes with ADVSD's mission, and to identify potential areas of collaboration, growth and policy development.
  • Produce reports, and analysis related to the legislative session, and proposed policy changes that might impact ADVSD and its services.
  • Research local, state and national best practices and service models that address areas of ADVSD work, with strong focus on older adults, people with disabilities, veterans, and their caregivers, and other potential tangential areas.
  • Participate in the development of comprehensive program policies, reporting, and procedures for new projects and initiatives.

Minimum Qualifications/Transferable Skills*:

  • Equivalent to the bachelor’s degree And
  • Three (3) to six (6) years of experience that demonstrates the ability to perform the duties the position. (Equivalency 7-10 years of qualifying training and/or experience).
  • Must have a valid driver license by time of hire
  • Must pass a criminal background check
