DISCOVER THE OPPORTUNITY TO
- Perform management responsibilities for the business and functional support teams and Training and Help Desk support staff focused on the delivery of key Financial and Supply Chain (FSC) services within Core-CT. These services include the following modules: eProcurement, Purchasing, Supplier Contracts, Strategic Sourcing, Inventory, Accounts Payable, Asset Management, Accounts Receivable, eSupplier, Billing, Banking, Project Costing, Customer Contracts, Grants Management, General Ledger, and Commitment Control;
- Work closely with OSC management, technology teams, state agencies, vendors, and other business stakeholders;
- Coordinate day-to-day business activities and management of the FSC service delivery team;
- Review and establish system and business priorities to address user-related FSC issues and requests;
- Work directly with technical services teams to ensure system reliability, execution of key business functions, and accuracy of Enterprise Resource Planning (ERP) data and processes.

The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.
We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.
The Information Technology division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. The division maintains and upgrades Core-CT, provides analysis, maintains the comptroller’s technical infrastructure, and is responsible for web development for the comptroller’s communication sites. The Core-CT division is responsible for the State of Connecticut's PeopleSoft-based Enterprise Resource Planning system.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a Constitutional Officethis class is accountable for directing the management of all agencyinformation technology systems, applications development, systems maintenanceand related functions.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in computer or networkoperations, systems development, information technology analysis and planning.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a leadcapacity.
NOTE: For state employees this experience isinterpreted at the level of an Information Technology Analyst 3.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in management information systems, computer science or an information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience with Enterprise Resource Planning (ERP) systems, including PeopleSoft 9.2 Financials and Supply Chain applications.
- Experience managing the implementation, maintenance, or support of PeopleSoft or comparable ERP systems.
- Experience applying DevOps practices and tools, such as CI/CD, automated testing, or configuration management.
- Experience leading multidisciplinary teams and managing complex IT projects, including setting priorities, overseeing deliverables, and supporting staff development.
- Experience with public sector financial and procurement systems, including applicable state policies and procedures.
- Experience analyzing business processes and requirements to design and implement effective solutions.
- Experience analyzing and resolving technical system issues, including business process optimization and system-level troubleshooting.
- Experience with information technology systems, including data security, reporting tools, and relational databases.
- Experience communicating effectively with a diverse population.
