The State of Connecticut, Department of Children and Families (DCF) – Fiscal Services Division – is accepting applications for one (1) Assistant Chief of Fiscal and Administrative Services position, in Hartford, CT.
In collaboration with the agency's Chief Fiscal Officer and the other Assistant Chief of Fiscal and Administrative Services, this position will help lead the fiscal services division of DCF, which encompasses approximately 114 employees working in the following units: Business Office (Purchasing / Accounts Payable / Asset Management / Fleet Operations), Budget (State Accounting / Grants Accounting / Rate Setting), Child Welfare Accounting, Contract Management, Revenue Enhancement and Payroll. DCF manages a roughly $800 million state budget and approximately $200 million in federal grants annually. Specifically, this position will be responsible for direct management of the Contracts, Payroll and Budget Units.

In your role as Assistant Chief of Fiscal and Administrative Services, you will have the opportunity to:
- Assist in directing staff and operations of fiscal management functions including budget preparation and management, accounting and financial reporting and analysis;
- Assist in coordinating, planning and managing activities;
- Formulate program goals and objectives;
- Develop or assist in development of related policy;
- Review fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures;
- Evaluate staff;
- Direct or assist in the direction of budget management function;
- Maintain contacts with and act as liaison to individuals within and outside of state who might impact on program activities;
- Advise agency head regarding fiscal and administrative matters;
- Assist EDP experts in planning and implementation of financial aspects of EDP systems;
- Utilize EDP systems for financial records, reports and analyses;
- Prepare programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation;
- Lead the recruitment and hiring of staff, including outreach, interview and selection;
- Perform related duties as required.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for assisting in the administration of the administrative programs and operations of the agency.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administrative, personnel, payroll, purchasing) at least one (1) of which must be an accounting function.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been supervising professional level staff.
NOTE: For state employees this experience is at the level of a Budget Specialist or Fiscal/Administrative Supervisor.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience working with, preparing, and managing budgets with multiple funding sources.
- Experience building and managing detailed contract management and tracking reports.
- Experience processing and verifying contract payments, ensuring compliance with payment schedules and contract terms/conditions.
- Experience preparing detailed financial statements and reports for public sector organizations.
- Experience interpreting state, and federal laws and regulations related to internal statute, policies, and procedures of healthcare.
- Administration of public sector bond fund projects.
