DISCOVER THE OPPORTUNITY TO

  • Lead the preparation and annual negotiation of the Statewide Cost Allocation Plan (SWCAP) with federal oversight agencies;
  • Ensure compliance with federal cost accounting standards, reporting regulations, and submission deadlines;
  • Analyze statewide expenditures using Core-CT data to allocate central service costs across state agencies;
  • Represent the state in responding to federal and state audit inquiries related to cost allocation and recovery;
  • Supervise staff in calculating fringe benefit rates for multiple retirement systems and unemployment compensation programs;
  • Project future benefit costs using historical expenditure and salary data to support federal and private grant reimbursements;
  • Oversee the development of per capita and per diem rates for humane institutions to support patient billing and public program reimbursement;
  • Review agency expenditure data and program structures to ensure accurate cost recovery rates for institutional care;
  • Manage the preparation of annual Medicare Cost Reports for psychiatric hospitals and long-term care facilities;
  • Review and certify annual operating cost statements for regulatory agencies funded through industry assessments;
  • Support agencies in recovering operating costs by coordinating the production of clear, accurate cost statements;
  • Oversee the development of federal Indirect Cost Proposals to maximize agency reimbursement opportunities;
  • Coordinate cost-related financial reporting and track appropriations.


ABOUT US

The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.

We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.

The Budget and Financial Analysis division performs the state’s accounting and financial reporting functions and develops and executes the agency budget. The division is accountable for posting, analyzing, and reporting state expenditures and regularly monitors the health of the state’s budget condition.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In the Office of the State Comptroller this class is accountable for assisting in the direction of programs and activities of a major division with statewide impact.

EXAMPLES OF DUTIES


  • Assists in directing staff and operations of a major division with statewide impact;
  • Assists in coordinating, planning and managing program functions within a division;
  • Assists in formulating program goals and objectives;
  • Assists in developing related policy;
  • Assists in implementation of new procedures and procedural revisions;
  • Assists in interpreting and administering pertinent laws;
  • Evaluates staff;
  • Assists in preparing division budgets;
  • Maintains contacts with individuals within and outside of division who might impact program activities;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May coordinate subpoena responses and Freedom of Information requests;
  • May assist in directing maintenance of official accounting records of the State;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY


  • Considerable knowledge of
    • relevant state and federal laws, statutes, and regulations;
    • accounting principles and practices including governmental accounting, accounts payable procedures, and/or payroll accounting;
  • Knowledge of
    • and ability to apply management principles and practices;
    • commercial business practices, particularly accounts receivable practices and procedures;
    • fiscal and payroll practices and public payroll audit procedures;
    • application of EDP equipment to accounting systems;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Considerable ability in analysis and preparation of complex and comprehensive financial statements and reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Nine (9) years of experience in accounting, auditing, or business management with major responsibilities in the accounting area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE


Two (2) years of the General Experience must have been in a supervisory capacity.

NOTE:

  • Supervisory capacity is defined as scheduling, assigning, overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
  • For state employees, supervisory capacity is interpreted at the level of a Supervising Accountant, Supervising Accounts Examiner or Payroll System Supervisor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


  • College training in accounting or business administration may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in accounting or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Certification in any of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant or Certified Internal Auditor.

PREFERRED QUALIFICATIONS


  • Experience interpreting and applying governmental and cost accounting standards in the development of financial statements, cost analysis reports, Medicare cost reports, and annual reports.
  • Experience utilizing Microsoft Excel and other applications to create and maintain workbooks to perform complex cost accounting calculations.
  • Experience leading and reviewing the preparation of financial statements, cost analysis reports, Medicare Cost reports, and annual reports.
  • Experience formulating program goals and objectives, developing and implementing program procedures, and initiating program policies.
  • Experience interpreting and applying relevant state and federal laws, statutes, and regulations.
  • Experience with Enterprise Resource Planning (ERP) systems such as Core-CT, or similar systems, and various financial modules.
  • Experience communicating to a diverse population and building consensus, including verbal and written communication.
