Our Global Facilities Operations team is responsible for the safe, sustainable, and cost-effective construction, operation and maintenance of world-class facilities that enable the discovery, development and delivery of innovative medicines that help patients prevail over serious diseases. We deliver safe, effective, and strategically aligned facilities and services around the world. This includes day-to-day operations and maintenance, employee convenience services, laboratory services, and asset and document management. In close partnership with stakeholders to manage the contracts and service agreements for integrated facilities management, and other vendors. Role & Responsibilities:

  • Serve as the New Jersey Radiation Safety Officer (RSO) on BMS’s Radioactive Materials Licenses #507395 and #691580. Qualifications to be eligible for a RSO are based on experience, education, and certifications which are reviewed and approved by NJDEP.
  • Serve as the Cyclotron Particle Accelerator Safety Officer (PASO). Regulatory qualifications/requirements to be eligible as a PASO are noted in Qualifications below.
  • Manage all activities under the New Jersey Department of Environmental Protection Radioactive Materials (NJDEP RAM) License 691580 (Cyclotron/PASO License), which permits the production of radioactive material using a particle accelerator, possession of produced material, and the use of produced radioactive materials in non-human research and development, is safe and compliant with all applicable BMS policies, and federal and state regulations, in particular Title 7. Environmental Protection, Chapter 28. Radiation Protection Programs.
  • Manage all activities under NJDEP RAM Licenses 507395, which permits the possession and use of radioactive material in non-human research and development, animal studies, calibration, and quality assurance, is safe and compliant with all applicable BMS policies, and federal and state regulations, in particular Title 7. Environmental Protection, Chapter 28. Radiation Protection Programs.
  • In collaboration with site and department leadership, manage strategic goals for licensing and decommissioning of facilities and laboratories in support of each sites/departments needs for the use of radioactive materials and x-ray generating devices.
  • Manage the procurement, use, training, and disposition of all X-ray generating devices. Included regulatory requirements and responsibilities such as registrations, surveys, operations, and inspections.
  • Manage the compliance of all Department of Transportation regulations pertaining to the transportation of radioactive material.
  • Manage all aspects of the Radiation Safety and Laser Safety Programs and serve as the New Jersey Laser Safety Officer.
  • Perform initial laser safety inspections and assist researchers in defining safe operational conditions for all new and existing lasers and laser systems.
  • Perform annual laser safety audits.
  • Manage radioactive material procurement and inventory system and polices, including the approval of all radioactive material orders, site inventory management and inventory inspections.
  • Review/revise/author SOPs, Policies, Manuals and Guidelines. Process owner and author of numerable SOPs, the Cyclotron Radiation Safety and Operations Manual, X-ray device use, and the laser safety procedures.
  • Oversee the Cyclotron facility and safety program, providing technical guidance and operational support for day-to-day operations.
  • Oversee, approve, and manage preclinical imaging operations relating to the use of radioactive material and x-ray generating devices.
  • Manage, create, and maintain a comprehensive radiation safety training program. Including specialized training for Cyclotron operators and radiochemists, x-ray device users, preclinical imaging, radiochemistry suite, medical staff, “benchtop” users, and awareness training for all lab and facilities staff.
  • Perform dose rate surveys for X-Ray Machines and Cyclotron.
  • Lead of the radioactive material security program, with support from corporate security, including:
    • Overall site radioactive material security (storage of “benchtop” quantities/isotopes).
    • Manage the access controls and approvals for individual access privileges for select RAM use labs/areas.
  • Manage budget and expenditures for the Radiation Safety. This includes multiple 3rd party contractors which support the radiation safety program, such as – Veolia for all types of rad waste. PACE labs for urine bioassay evaluations of high-risk users, Mirion for dosimetry services, CLYM environmental for meter calibrations and decommissioning. Clym for DCE and license renewal application. Atlantic Nuclear for meter calibration. Ludlum for instrument calibrations. RYCONsolutions for x-ray generating devices.
  • Coordinate all activities of the Radiation Safety Committee (RSC), notably issuance and management of RAM permits and users.
  • Manage the radiation dosimetry program, which includes bioassays, external personnel, and environmental monitoring for all x-ray and radioactive material users and applicable locations.
  • Perform and determine compliance calculations and methods for NESHAP requirements of radioactive material impacts to the environment via effluent releases.
  • Manage laboratories and waste processing areas dedicated to RAM detection and analysis and waste processing.
  • Manage the radioactive material waste management and disposal program.
  • Manage the use of “generally licensed devices”.
  • Participate in Incident Investigations.
  • Incident commander for all incidents involving radioactive material, lasers, and x-ray generating devices.
  • Implement and maintain innovative, customer focused, radiation safety programs in full compliance with government regulations and BMS standards, and in full support of business growth.
  • Manage the monitoring, auditing, inspection, and evaluation of the Radiation Safety program to ensure that personnel exposure and environmental effluents associated with the use of ionizing radiation are As Low as Reasonably Achievable (ALARA), are effective, and within BMS and regulatory compliance.
  • Maintain liaison with Facilities, Engineering, and R&D departments to facilitate design and implementation of EHS related projects; evaluate and recommend proposed design facilities & equipment for use in radiological operations.
  • Support capital projects which impact areas that use or have used radioactive material.
  • Manage the preparation of regulatory reports/summaries and maintain permits/filings including (but not limited to) radioactive materials, radiation-producing equipment, etc.
  • Manage Radiation Safety Program interface with Integrated Facility Management (IFM) including direct oversight of IFM Health Physics Manager (1) and Health Physics Technicians (3).
    • Act as point of contact for BMS-IFM Health Physics site operations
    • Approve expenditures of supplies and services in support of IFM - Health Physics team
    • Lab manager for all labs used by IFM – Health Physics team
    • Drive/guide professional development of HP Manager and Technicians
  • Direct skill building and training of Health Physics team to elevate levels of competency needed to support the cyclotron facility and BMS’s evolving need for the use of RAM
  • Review all work performed by the IFM partners in support of the BMS radiation safety program and BMS-IFM contractual agreement and requirements
  • Ensure the IFM provides adequate support of BMS’s needs
  • Audit facilities for compliance with EHS procedures and assist with corrective action; audit all areas and personnel where radioactive materials are used, and conduct routine and other scientific-based investigations.
  • Maintain all safety records and exposure monitoring and generate reports as required.
  • Recommend needed policies and programs to the site EHS Committees on matters such as: status of goals, activities needed to improve performance, the proper and systematic implementation of policy to reach goals and maintain compliance.
  • Other tasks as assigned.

Experience & Qualifications:

  • Must meet the qualifications of a Particle Accelerator Safety Officer (PASO) N.J.A.C. 7:28-20.4 (e). A PASO must meet at least one of the following:
    • Certified Health Physicist
    • Bachelor’s degree in biology, chemistry, radiation sciences, physics, engineering or mathematics and at least six years of professional technical experience in the field of radiological health or radiation protection. At least one year of the experience shall have been with a particle accelerator.
    • Master’s degree in biology, chemistry, radiation sciences, physics, engineering or mathematics and at least five years of professional technical experience in the field of radiological health or radiation protection. At least one year of the experience shall have been with a particle accelerator.
    • Doctorate degree in biology, chemistry, radiation sciences, physics, engineering or mathematics and at least four years of professional technical experience in the field of radiological health or radiation protection. At least one year of the experience shall have been with a particle accelerator.
    • Ten years of professional technical experience in the field of radiological health or radiation protection. At least 5 years of the experience shall have been with a particle accelerator.
  • RCRA Certification along with DOT/IATA, radiation and hazardous waste training.
  • 40-hour HAZWOPER with current 8-hour refresher.
  • Proven ability to develop proactive programs with the judgment and skill to implement in a timely fashion is critical. Requires proven leadership ability with good interpersonal skills in order to effectively respond to emergencies, rapidly changing situations, deadlines, or working conditions.
  • Ability to work independently and with all levels of management and diverse employee populations to develop effective EHS programs is essential. A self-directed individual with the ability to lead and work with multi-functional teams throughout the business unit is required. Requires some decision making ability in situations with uncertainty.
  • A broad working knowledge and ability to interpret state and federal regulations applicable to the use of radioactive materials and other EHS related areas.
  • Previous experience related to the enforcement of federal and state regulations (DOT, EPA, OSHA, NRC, etc.) is desirable.
  • Proficiency in MS Word and Excel.
  • Able to wear appropriate protective equipment if required.

The starting compensation for this job is a range from $162,930 - $197,400plus incentive cash and stock opportunities (based on eligibility).

The starting pay rate takes into account characteristics of the job, such as required skills and where the job is performed.Final, individual compensation will be decided based on demonstrated experience.
