Oregon State Hospital, a Joint Commission and CMS certified public psychiatric hospital, provides psychiatric hospital services and patient treatment services to persons committed by the Oregon courts as part of the state mental health system. The Oregon State Hospital is the largest division of OHA with approximately 3,000 positions across the hospital.
The Technology Services (TS) team is part of the Oregon State Hospital. It is the mission of this team to assist all departments, programs, and staff of the Oregon State Hospital (OSH) to acquire, implement and maintain technology systems that improve decision-making, staff efficiency, and patient care.
The primary purpose of the Business Analyst is to 1) define requirements for new information systems and modifications to existing systems to ensure business needs are met, 2) to prepare documents for system acquisition through procurement or development, 3) to perform process reengineering to ensure work processes and business requirements are in alignment, and 4) to prepare and execute plans for organizational change management and business transition from current to future states.
What You Will Do
This position plays a key role in decision-making related to the use, improvement, and effectiveness of the Electronic Health Record (EHR) system, Avatar. It requires independent judgment in determining how Avatar is configured and used, based on strategic direction. The incumbent will make decisions with minimal oversight that impact the implementation of Avatar and related processes across multiple OSH campuses.
These decisions may also affect systems and workflows in other agencies, such as the Oregon Health Authority and the Office of Information Systems. Responsibilities include determining how confidential HIPAA data is shared through Avatar. The outcomes of these decisions can influence patient care, safety, operational efficiency, and the adoption of best practices, both within OSH and in external organizations.
Clinical Systems Support:
- Monitor and manage incoming issues via Ask the Avatar Team, Avatar Communications, and Service Desk tickets.
- Assist end-users in troubleshooting and resolving clinical system-related problems.
- Appropriately route issues to the relevant department within Technology Services (TS) or to external departments as necessary.
- Communicate system outages, scheduled maintenance, and upgrade notifications to management and end-users.
- Ensure all issues are addressed in a timely and effective manner to minimize disruption to clinical operations.
EHR Account Management:
- Create new user accounts in the Electronic Health Record (EHR) system.
- Maintain and update existing accounts, including:
- Deactivating accounts for staff who are leaving the organization.
- Updating user roles to reflect job or classification changes.
System Updates:
- Review and document release notes for system updates.
- Notify relevant departments within Technology Services (TS) or external departments as needed.
- Identify and report any critical issues or "show-stoppers" prior to deployment.
- Assist with regression testing to ensure system functionality post-update.

What We Are Looking For
Minimum Qualifications
A Bachelor's Degree in Technology, Business or Public Administration, or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.
Desired Attributes
*EMR/EHR Software experience (Avatar experience is a plus)
*Experience gathering system requirements in a clinical setting
*Experience communicating with non-technical users in the development and use of technology solutions
*Experience supporting technology services in a 24/7/365 environment
*Demonstrated ability to collaborate at a high level with a remote or hybrid team
