Job Summary
The Capital Financial Analyst provides expert financial planning, modeling, analysis, and reporting for the College’s capital projects, which are funded through the capital levy, state allocations, plant funds, and other designated sources. This position ensures responsible stewardship of levy funds, compliance with all regulatory requirements, and alignment of capital investments with the College’s facilities master plan and strategic priorities.Working in close partnership with Planning, Design and Construction, Finance, and executive leadership, the analyst delivers accurate, timely, and actionable financial insights. This role also plays a critical part in supporting transparency and accountability by providing accessible financial updates to stakeholders, including the Board of Trustees, and the broader community.
Capital Planning & Budgeting
- Develops, monitors, and maintains multi-year capital budgets for levy-funded and other capital projects. Collaborates with Planning, Design, and Construction and senior leadership to align project budgets with the College’s capital plan.
- Prepares funding allocation models, cash flow forecasts, and scenario analyses to optimize levy and college resources.
- Coordinates the full capital budgeting process—from initial request and evaluation to project tracking and variance analysis. Develops comprehensive State funding requests based on proposed Capital project needs for the College.
- May be responsible for preparing and submitting Controlling Board requests through the State of Ohio. Leverages Capital project data to create future Capital replacement budgets for key equipment and building infrastructure components.
Financial Analysis & Business Case Development
- Builds and maintains comprehensive financial models to evaluate the costs, revenue streams, ROI, and financial impact of capital projects.
- Assists in the preparation of detailed business cases for proposed capital investments, clearly outlining rationale, financial benefits, risks, and alignment with institutional strategy.
- Analyzes project cost trends, funding sources, and expenditures to ensure fiscal accountability and compliance with levy restrictions. Conducts variance analysis and recommends corrective actions as needed.
Reporting & Performance Monitoring
- Prepares monthly, quarterly, and annual capital financial reports for college leadership and the Board of Trustees.
- Develops dashboards and performance metrics to monitor project progress and the financial health of capital funds. Provides insights into key financial trends to support executive decision-making.
Compliance & Audit Support
- Ensures levy and state funds are expended in accordance with ballot language, statutory requirements, and institutional policies.
- Maintains auditable records for all capital project financial transactions. Serves as the primary contact for financial audits related to capital funding, providing reconciliations, schedules, and supporting documentation.
Stakeholder Engagement & Communication
- Partners with Planning, Design and Construction, Facilities, Procurement, and Finance teams to coordinate project budgets and funding requirements.
- Present complex financial data in a clear, accessible manner to non-financial stakeholders. Assists in preparing public-facing financial reports to demonstrate accountability and transparency.
Risk Assessment & Process Improvement
- Evaluates financial risks associated with capital projects (e.g., cost overruns, project delays, market volatility) and recommends mitigation strategies.
- Recommends and implements process enhancements for tracking budgets, commitments, and expenditures. Leverages financial systems, ERP integrations, and reporting tools to increase efficiency and accuracy in financial management.

Minimum Qualifications
- A Bachelor’s Degree in Accounting, Finance, Economics, Business Administration, or a related field.
- Three (3) years of progressive experience in financial analysis, accounting, or budgeting
- State Motor Vehicle Operator's License or demonstrable ability to gain access to work site(s).
Preferred Qualifications
- Experience with capital projects or public sector funding is preferred
