These services include birth control, pregnancy testing, emergency contraception, cancer screenings, sexually transmitted infection (STI) testing and treatment, HIV testing and prevention, gender-affirming hormone therapy, wellness exams, crisis counseling, and financial counseling. PPGNY also proudly provides compassionate, nonjudgmental abortion services.

Today’s PPGNY is the result of a strategic, five-way merger – combining five different New York State affiliates into one – that was finalized in January of 2020. One of the larger affiliates in the national Planned Parenthood network, PPGNY represents a vast service area, covering 65% of the state and incorporating a broad swath of urban, suburban, and rural areas. Since its formation, PPGNY has been hard at work on post-merger integration and evolving an intentional, shared, organization-wide culture that is simultaneously attentive to the unique needs of the local staff, communities, and populations it serves.

Essential Health Care: PPGNY health centers provide a comprehensive range of health services to everyone, regardless of age, sexual orientation, gender identity or expression, immigration status, zip code, or ability to pay. These services include birth control, abortion care, gender-affirming care, testing and treatment for sexually transmitted infections, and screenings for cervical and other cancers.

Community Engagement, Education, and Training: PPGNY is dismantling barriers to care, such as language inaccessibility, lack of insurance, high costs, and mistrust of the health care system. These efforts are instrumental in achieving its mission of ensuring equitable access to sexual and reproductive health care and education for all.

Advocacy: PPGNY’s public affairs programs aim to protect and expand access to comprehensive reproductive health care and education. The organization works to advance public policies that support reproductive justice and expand access to family planning and reproductive health care.

PPGNY currently employs around 500 full- and part-time staff and has an annual operating budget of ~$100 million. OPPORTUNITY

The new Chief Human Resources Officer (CHRO) will follow a two-plus-year Interim CHRO and will build upon the important, foundational work already done to establish data-informed HR strategy, systems, policies, and practices. This position will provide the successful candidate with an opportunity to work in partnership across the organization to continue building a strong, intentional, inclusive, and equitable workplace culture, and to advancing PPGNY’s vital mission of achieving reproductive health equity. The CHRO will be a primary force in shaping organizational infrastructure, culture, and a working environment in which employees can thrive and, in turn, build thriving communities.

POSITION:

The CHRO will provide strategic and dynamic leadership in support of PPGNY’s workforce and culture, with a particular emphasis on developing, implementing, and continuously improving strategies and practices to nurture an inclusive, equitable, and healthy workplace. This position is responsible for leading large-scale, organization-wide system design and transformation, and for managing, supporting, and empowering an experienced team of HR professionals. Working collaboratively with the CEO and Executive Leadership team, the CHRO will lead ongoing efforts to evolve a people-centered and empowering workplace culture throughout the organization. PPGNY strives to infuse an intersectional, race(+) equity lens into its work at all levels of the organization and in its service delivery. The CHRO will work in close partnership with the Communications and Culture department and the Equity & Learning team in this endeavor; this includes partnering to build both individual staff capacity and organizational change at the enterprise level.

ESSENTIAL JOB DUTIES AND PRIMARY RESPONSIBILITIES:

• Function as a key strategic and thought partner to the CEO and the Executive Leadership Team.

• Establish and track human resources metrics that reflect a fact-based, comprehensive method for valuing the contributions of staff and work to develop, streamline, and continuously improve HR processes for maximum efficiency.

• Lead the development and implementation of human resources policies, programs, and services – including recruitment, selection, retention, compensation, learning and organization development, legal compliance, employee benefits, employee relations, employment practices and procedures, employee communications, and employee events, as well as guidelines for organizational culture – in conjunction with internal thought partners.

• Lead organization-wide efforts around executive talent strategy, leadership development, succession planning, and workforce sustainability.

• Develop and implement a clear, compelling, creative, and cost-effective vision to attract, support, and retain an exceptional, diverse, motivated, and effective workforce.

• Identify trends and take steps to address employee and operational needs, workforce strategy, and organizational resilience.

• Serve as internal consultant to management teams, supervisors, and employees on people issues that affect organizational culture, morale, performance, and business relationships. (To do this effectively, a candidate must be able to develop a high level of credibility as an effective and responsive internal advisor.)

• Foster an innovative workplace environment consistent with PPGNY’s values and mission while maintaining regulatory and national accreditation standards compliant within the highly structured environment in which the organization operates.

• Support the development, implementation, and continuous improvement of resources for ongoing staff training programs to ensure appropriate staff competencies and professional development opportunities, including in the realm of fostering an intentionally antiracist, anti-bias culture.

• Advise on and support PPGNY’s relationships and work with SEIU 1199 on all labor relations matters, including collective bargaining agreement negotiations, labor/management partnership activities, and resolution of disputes and/or grievances.

Required Skills & Experience (should have)

• Significant, progressive experience in human resource leadership, preferably including having served as the senior-most human resources executive, reporting directly to a CEO/President/Executive Director

• Deep capabilities and experience in strategic planning for continuous improvement, operational efficiency, and union/employee relations

• Knowledge and understanding of employment law, compliance, and risk mitigation; experience with specific NY State and local labor laws and regulations strongly preferred

• Personal and professional ability to lead in an environment in which a full spectrum of intersectional identities are represented and affirmed

• Fluency in human-centered systems design to meaningfully engage key stakeholders in the collaborative development and transformation of organizational infrastructure (policies, protocols, practices) to improve staff and patient experience

• Deep commitment to fostering an intentionally anti-racist, anti-bias culture; proven track record of working toward equity and inclusion within organizations

• Experience working within unionized environments, including leading or supporting contract negotiations, implementing agreements, and navigating workforce relations

• Ability to contribute to decision-making affecting organizational strategy and systems development

• Excellent understanding of business operations and the systems, processes, departments, and functions that drive nonprofit sustainability

• Demonstrated success in developing and implementing HR initiatives that align with organizational strategic goals

• Exceptional written and verbal communications skills, as well as excellent interpersonal and negotiating competencies

• Ability to negotiate conflicts and maintain constructive working relationships with people both inside and outside of the organization

• Ability and willingness to travel (to various PPGNY locations within NY State) up to 20% of the time

• Master’s Degree – or equivalent experience – in Human Resources, Business Administration, or other related field

Desired Experience (nice to have)

• Prior leadership experience in a nonprofit organization of comparable size, scope, complexity

• Demonstrated experience in change management, including mergers and/or cultural integration

• Experience leading through organizational restructuring and/or reductions in force

• Prior experience in an organization(s) with clinical operations strongly preferred

COMPENSATION:

Planned Parenthood of Greater New York is offering an attractive and comprehensive compensation package for this position, including salary in the range of $260,000 to $285,000 and comprehensive benefits.
