The Office of Data Analytics (ODA) seeks a Director of Business Analysis to support the office’s goals of improving citywide data sharing and integration and establishing and promoting citywide best practices and standards in data management and documentation. Under the supervision of the Senior Director for Data Governance, the Director of Business Analysis will lead ODA cross-agency efforts to build new data products and services, curate systems metadata and manage data governance frameworks.

Responsibilities will include:
-Gather and document complex business requirements for new data products from multiple stakeholders in a manner that can be easily reviewed and understood by non-technical and executive staff.
-Develop standardized content for business requirements, data dictionaries and documentation for new data products and services built by ODA.
-Lead ODA’s curation of agency metadata by working directly with program contacts to gain a deep understanding about the data they manage and document this knowledge in a meaningful way.
-Support the development and implementation of guidance and governance strategies that help ODA’s agency partners make the best use of available data services and infrastructure managed by ODA and OTI.
-Manage the onboarding of new users and user groups for ODA’s integrated data services and platforms.
-Support the development of requirements for new data sharing agreements.
-Work with the Senior Director of Data Governance to create, track and manage ODA project plans.
-Perform special projects and initiatives as assigned.

HOURS/SHIFT
Day - Due to the necessary duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.

Preferred Skills


The successful candidate should possess the following: -Experience with design, development, deployment and support of data warehouses -Hands-on experience with relational database design and implementation is strongly desired -Experience developing and maintaining data management policies, procedures, standards and guidelines -Strong knowledge of current and emerging strategies that support metadata management, data sharing and/or entity resolution -Strong leadership skills and the ability to work effectively with business managers, IT engineering and IT operations staff -Ability to balance competing priorities, complex situations and tight deadlines -Experience developing and manage project plans with some experience in Agile methodology -Excellent written and oral communication skills -Substantial interest and curiosity regarding the policy and operations of the City of New York.
