
Director, National Programs Development

SciTec has an immediate opportunity for a talented business professional to serve as a Director National Programs Development and work to develop strategies, business pursuits, and programs in line with our strategic growth initiatives. This position is based in Northern Virginia with majority of time spent in a leased office providing secure network access. The Director reports to the Executive Director of Engineering & Program Development and is responsible for identifying, tracking, developing, and capturing new business opportunities with Intelligence Community (IC) and DoD mission partners. The individual leads or actively contributes to proposals. The individual must be able to perform as an individual contributor and lead or serve on teams within a tight schedule environment.

Responsibilities
- Develop business strategies and roadmaps linking SciTec capabilities and interests to customer needs and opportunities, focusing on IC customers
- Identify, analyze, and vet program opportunities and maintain program opportunity pipelines within assigned areas of business aligned to our overall corporate strategy
- Perform broad-scope capture activities including customer engagement, partner engagement, opportunity definition, capture plan development and execution, and strategic investment planning and management
- Develop presentation materials and documents to articulate SciTec’s solutions and value proposition intended for both customers and industry partners
- Lead assigned opportunities through a gated milestone process through to proposal development effort or a no-bid decision
- Regularly inform corporate and portfolio leadership on the progress of strategic opportunity pipeline and program initiatives
- Lead assigned proposal efforts as the Proposal Manager and manage development of proposal solution content (win themes, features/benefits, proof points, graphics, etc.) with the technical team (company and teammates) and proposal compliance content with internal Business Operations organizations (Contracts, Finance, IT, Security, etc.)
- Identify and lead assigned business development efforts where SciTec performs as subcontractor to one or more primes.
- Develop teaming strategies, teaming agreements, and subcontract RFPs
- Support pre-award activities including addressing customer questions, BAFO, and teammate engagement.
- Support just-awarded program standup activities to include kickoff meetings, staff hiring, team orientation, and collaborative IT environments
- Periodic business travel will be necessary to meet with customers and industry teammates and to represent SciTec at tradeshows and conferences.
- Leading hiring, managing individuals, and executing operational duties associated with a satellite office may be required

Requirements
- Master’s degree in physics, mathematics, engineering, computer science, or technical management
- 20+ years of U.S. Government or aerospace industry experience in technical and managerial roles
- Possess strong writing and communications skills to articulate and refine technical solutions aligned with the customer’s needs
- Experience with IC/DoD budgeting process, acquisition/contracting, and RFI/RFP documents necessary to formulate pursuit strategy and execute a proposal development plan
- Experience in leading technical teams in support of U.S. Government programs
- Ability to interact and develop positive relationships with customers, teammates, and company senior leadership
- Possess strong team building, time-management, and conflict-resolution abilities
- Ability to obtain and maintain a DoD SECRET clearance or higher
- Demonstrated attention to detail
- Good verbal and written communication skills
Preferred Experience and Skills
- Demonstrated domain expertise in technologies, applications, and operations in one or more of the following mission areas: space-based reconnaissance systems and missions, IC TCPED systems and processes, missile defense, battle management command and control, space domain operations.
- Demonstrated experience leading technical teams to develop new capabilities and solutions for US Government customers
- Demonstrated experience working with the National Reconnaissance Office (NRO), National Geospatial-Intelligence Agency (NDA), Defense Intelligence Agency (DIA), Central Intelligence Agency (CIA), Military Services, or Combatant Commands.
- Experience with U.S. Government contracting processes and DoD/IC budgeting processes.

The pay range for this position is $227,000 - $255,000 / year. SciTec considers several factors when extending an offer of employment, including but not limited to the role and associated responsibilities, a candidate's work experience, education/training, and key skills. This is not a guarantee of compensation.
