SUMMARY: Provide leadership and guidance in all areas of special projects and student services, which may include but not be limited to registration, school nursing, counseling and HIB (Harassment Intimidation Bullying) matters in compliance with state and federal laws and district policies.

QUALIFICATIONS:
  • Valid New Jersey School Adminstrator Certificate
  • Minimum of five (5) years teaching and/or counseling experience and five (5) years supervisory experience
  • Understands the roles and functions of student services specialists which may include but not be limited to registration, nursing, counseling, and anti-bullying specialists.
  • Demonstrated ability to work effectively in the areas of personnel management, school administration and supervision of programs and staff.
  • Proven ability to effectively analyze data to evaluate and improve programs.
  • Expert project management, consultative and leadership skills.
  • Thorough familiarity with planning processes, reporting requirements, cyclical monitoring, and development of action plans in response to complaint investigations.
  • Demonstrated skills in the areas of budget planning and fiscal management of multiple programs and services.
  • Thorough knowledge of applicable federal and state laws.
  • Demonstrates skill in understanding cultural differences
  • Ability to serve as an advocate for individuals of all ethnicities, genders, ages, backgrounds and abilities
  • Demonstrated detail orientation and ability to multi-task
  • Strong verbal and written communication skills and solid project management skills
  • Exceptional customer service orientation, including ability to establish and maintain successful relationships with the educational community; maintains confidentiality as required and appropriate
  • Demonstrates office technology software skills including proficiency in the use of Microsoft Word, Outlook, Excel, Power Point, and other cloud-based software
  • Must have excellent integrity and demonstrate good moral character and initiative
  • Background free from criminal activities (as verified by criminal history check required by New Jersey Department of Education)
  • Current residency in New Jersey, approved residency waiver or candidate agrees to obtain residency within one year of employment
ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned at any time.
  • Formulates appropriate statements of goals and objectives for the student services programs, consistent with District goals and objectives.
  • Organizes all appropriate personnel for the identification of current and future needs for student services in the District, establishes priorities among those needs, and periodically appraises and projects the physical, financial, and staff resources required in developing the programs for assigned areas.
  • Oversees the optimization of outstanding academic achievement and outcomes for each student through intentional career and college planning and experiential learning opportunities.
  • Develops, organizes, coordinates, and supervises areas as identified by the Superintendent, the district wide services and programs
  • Develops and supervises an effective, comprehensive and equitable program in his/her areas(s) of responsibility.
  • Oversees the HIB process in District and ensures that they are appropriately written in conformance with state regulations and are implemented in accordance with the components outlined therein.
  • Administers all federal, state and local rules and regulations related to provisions for appropriate educational supports for students.
  • Collaborates with principals and provides input on an ongoing basis regarding assigned areas.
  • Ensures appropriate level of professional development for staff in student services.
  • Supervises a program for the evaluation of designated staff performance and works with district and building administrators in the improvement of individual staff competencies in accordance with law, code and board policy.
  • Serves as the district Anti-bullying coordinator for the district.
  • Develops the annual budget for assigned areas of supervision.
  • Obtains annually necessary services from independent providers and ensures the completion and approval of the contracts.
  • Participates, as needed, in legal proceedings.
  • Serves as an administrative liaison to the Board committee(s) as assigned by the Superintendent.
  • Works with anti-bullying specialists to coordinate harassment, intimidation, and bullying program.
  • Assists with the supervision of district programs for the evaluation of designated staff performance and works with the district and building administrators in the improvement of individual staff competencies in accordance with law, code and board policy.
  • Provides supervision/support to the registration office and resolves issues as necessary.
  • Oversees and ensures consistent practices in student record maintenance.
  • Work closely with the district nurses and school physician to identify student and staff health needs and develop and implement health services, accordingly.
  • Maintain on-going communication with administrators regarding health service needs of students and staff.
  • Work to ensure nursing coverage throughout the district.
  • Plans and coordinates professional development sessions for district staff as necessary.
  • Provides leadership for the assigned district level committees.
  • Maintains a close working relationship with district administrators to ensure information exchange, coordination of efforts, and overall support for the decision-making process.
  • Performs such other tasks and assumes such other responsibilities as assigned by the Superintendent.
