The Early Childhood (EC) Mental Health Consultant provides a range of culturally relevant, antiracist, antibias, trauma-informed, evidence based mental health services, consultation, and training to Mt. Hood Head Start. These services are provided in order to improve the capacity of caregivers and systems to meet the social-emotional needs of the diverse communities of children and families served by the contracted agency.

This position works primarily from field locations and will require the use of a personal vehicle to travel to client home appointments and assigned sites.

As the EC Mental Health Consultant, you will:

  • Provide prevention mental health consultation to Mt. Hood Head Start administrators and staff and the caregivers of the children for whom they provide services.
  • Conduct mental health screenings and facilitate the development of social emotional support plans for young children referred by the agency staff.
  • Collaborate with Mt. Hood Head Start staff in specific outreach and engagement to families who come from communities that experience barriers to mental health services.
  • Coordinate with community agencies, natural support systems, churches, etc. to increase awareness of and access to positive mental health development for children and families.
  • Triage and screening, case management, and crisis intervention, including assessment and treatment services for children, groups, and families.
  • Develop antiracist, anti-bias, culturally and trauma responsive social emotional support plans and supports for use at home; assist in finding and referring to housing, food, medical/dental, and mental health resources.
  • Initiate and maintain clinical record keeping on individual prevention clients to comply with legal, medical, mental health (OAR compliance), and programmatic standards for clinical care documentation using computer and related equipment.
  • Complete administrative data collection to record quantitative information for compliance with program, department, County, and contractor data requirements.
  • Participate in individual and group supervision with Program Supervisor/ lead for the purpose of reviewing clinical cases, administrative meetings and department sponsored training with other MHC’s and Behavioral Health administration.
  • Attend County, department, division and program meetings and trainings for the purpose of staff development.
  • Participate in professional training and seminars for the purpose of professional development, including attending community trainings to acquire Continuing Education Units (CEU) for licensure and credentialing.

Minimum Qualifications/Transferable Skills*:

Education/Certification: Must meet the standards of Qualified Mental Health Professional - (QMHP - C) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found atMHACBO website. Current QMHP - C, and/or licensed Board of Oregon (LPC, LCSW, PHD, etc.)

  • Graduate degree in psychology or
  • Graduate degree in social work or counseling or
  • Graduate degree in a behavioral science field

Other:

  • Must have a valid Driver’s License.
  • Must pass a Background Investigation, which may include being fingerprinted.

Preferred Qualifications/ Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • A LCSW/ LPC license preferred.
  • Previous experience working in diverse communities of color and/or with communities whose first language is not English.
  • Advanced knowledge of cultural, racial, and ethnic factors, including systemic advantage or disadvantage; acculturation, intergenerational family dynamics; effects of trauma during immigration, war, separation from family/primary supports, detention, refugee camps; generational trauma, resiliencies, and any factors related to non-dominant culture affecting mental health and treatment.
  • Ability to exercise good judgment, diplomacy, and tact in dealing with sensitive, complex, confidential information and situations.
  • Advanced knowledge of cultures, customs and social experiences of communities experiencing marginalization and barriers to opportunity.
  • Advanced ability to develop and facilitate professional development training on topics such as antiracist, anti-bias, and trauma-informed social emotional classroom practices for educators who have a wide range of knowledge and exposure to these topics.
