THE ROLE
The Education Bureau Chief for Dyslexia and Reading Disabilities will oversee the Office of Dyslexia and Reading Disabilities. This office is responsible for ensuring compliance with requirements for Educator Preparation Programs (EPP) and applicants, including professional educator certification and statutes related to dyslexia instruction and training. The successful candidate will review and recommend necessary changes to the state board of education’s process for the approval of educator preparation programs related to these compliance requirements.
The Education Bureau Chief for Dyslexia and Reading Disabilities will lead efforts in the following areas:
- Reviewing, identifying, developing, updating, and implementing evidence-based competency targets for structured literacy.
- Evaluating compliance measures for EPPs to ensure that they include literacy instruction and processes that reflect current research and best practices.
- Overseeing the development of model dyslexia in-service training programs for local and regional boards of education, aligned with identified educator competencies in structured literacy.
- Collaborating on the development of evidence-based reading assessments to identify students at risk for dyslexia or other reading-related learning disabilities.
- Appointing full-time staff as needed to support the operations of the office.
- Experience and certification in Integrated Early Childhood, Comprehensive Special Education, and Remedial Reading.
- A passion for applying data and analytics to enhance the learning experience and support the development of highly effective educators for our children.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Aging and Disability Services and Education this class is accountable for directing the operation of an education services bureau.
EXAMPLES OF DUTIES
- Directs Education programs and staff activities and manages all related functions;
- Develops comprehensive long and short-term goals and objectives which support educational initiatives and agency mission;
- Participates and makes recommendations in review and formulation of agency policy, program priorities, funding, legislation and regulation;
- Develops or assists in the development of educational programs in area of specialty;
- Provides consultant services for these programs and services;
- Interprets and administers pertinent laws within assigned bureau;
- Controls fiscal operations within bureau by determining priority of expenditures of financial and related resources;
- Evaluates and assesses staff performance;
- Responds to inquiries from the public, Governor’s office, and federal, state and local educators concerning education initiatives and programs;
- Maintains statewide responsibility for all bureau programs and activities and represents agency and state in related activities as required;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
An earned advanced degree and ten (10) years of experience in the field of education or in a related area.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been at the full advanced working level in the oversight of the development or administration of an educational bureau, system, operation, school or service.
NOTE: For state employees, this experience is interpreted at the level of an Education Consultant.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- A 092 certificate (Intermediate Administrator), or 093 certificate (Superintendent), or Sixth Year Diploma in Educational Leadership, or an Ed.D. (Doctorate in Educational Leadership) may be substituted for one (1) additional year of the General Experience.
- An advanced degree and three (3) years of managerial experience in the oversight of the development or administration of an educational bureau, system, operation, school or service may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- An 092 Intermediate Administrator, 093 Superintendent or equivalent certification.
- Experience in Dyslexia diagnosis and intervention.
- Experience developing and implementing Educator Preparation Programs.
- Experience with Educator Preparation Program accreditation analysis.
- Experience with Educator Preparation Program curriculum analysis.
- Experience with the State Legislative Process.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to possess an appropriate certificate issued by the State Board of Education.
