Around 1/4th of the world’s population lives in substandard shelters that impact their quality of lives significantly. Since 1976, Habitat for Humanity has been striving to address such housing gap among poor, low-income families and also enabling post disaster reconstruction. Living conditions of more than 62 million people in 70+ countries have improved as a result. But, the sheer magnitude of the housing gap requires transcending working with communities to identify systemic and market level issues. To enable effective & efficient provision of shelters to vulnerable populations, Habitat for Humanity established the Terwilliger Center for Innovation in Shelter (TCIS) in 2016. TCIS works with market systems to design a range of interventions across the housing value chain that enable beneficiaries with access to affordable & quality materials, construction services, and housing finance across countries such as Mexico, Peru, Kenya, India, and the Philippines. Supporting local sourcing of materials is also a part of this initiative.

CONTEXT

In 2023, TCIS India initiated a market systems-based1 program for improving access and quality of housing for low-income families in selected geographies. The project was funded through a 3-year follow-up grant to an existing, 2017 TCIS India market systems program.

The program sought to identify and address gaps in:

  • The construction materials’ value chain
  • Availability & access to housing finance
  • Awareness & access to design and architectural services

Through the grant period, TCIS India worked on co-creating and testing market-systems based interventions in partnership with key market players in the construction & housing sector.

APPROACH

The program had three focus areas - Building Materials, Housing Finance and Design Services. Multiple interventions in these areas began in January 2023 (to end in June 2026):
  • Improving awareness on, and availability of affordable & relevant construction materials
  • Inputs to enhance operational & marketing efficiency for affordable construction materials
  • Access to low ticket housing finance for low-income households (LIH)
  • Awareness on financial, legal and technical aspects related to obtaining a loan and construction a good quality house.

These interventions were implemented in partnership with key market system players including construction materials manufacturers, financial institutions, industry associations and design services firms. A baseline survey was conducted between August and December 2023 to measure awareness, knowledge and practices pertaining to products, services, and behaviors in housing, among key stakeholders in the housing value chain viz., LIH, mason contractors (Mesthri), retailers / dealers, building material manufacturers and financial institutions.

RESEARCH OBJECTIVE

TCIS India now seeks a consultant to conduct an endline survey to measure changes in the market, especially in geographies/regions where interventions were carried out during the grant period. This survey will provide insights on changes along the same metrics measured at baseline as well as additional parameters based on the interventions implemented.

SCOPE OF WORK

GEOGRAPHIC SCOPE AND SAMPLE SIZE

The baseline focused on 3 districts (Chengalpattu, Cuddalore, Karur). The endline will entail data collection and analysis across more areas since the project scope expanded during implementation to 12 districts - Karur, Trichy, Chennai, Chengalpattu, Coimbatore, Cuddalore, Kanchipuram, Mayiladuthurai, Namakkal, Salem, Thiruvallur and Villupurum.

TCIS envisages a mixed methods approach for the household survey including quantitative and qualitative methods. For the other 3 stakeholder groups (masons, retail outlets, material manufacturers), non-random methods may be used. Questionnaires are expected to be semi-structured. For the quantitative survey, samples should be divided into urban and rural areas within each region, with 50% allocation in each. The study should also cover a minimum of 4 blocks in each district. The consultant will suggest an appropriate sample coverage methodology in line with these requirements.

INDICATORS

To understand how the market system has adapted and responded to changes at the intervention level, it is important to capture information on - awareness, availability, access, willingness and extent of adoption, barriers to adoption and correct usage of products and materials.

This information should be collected across 8 thematic areas: Construction chemicals for quality enhancement, Building materials, Brands / products of partner organization, Housing finance products, House design for livability, Importance of qualified service providers, Best practices / technologies for better housing quality, Targeting LIH segment.

Stakeholders to collect information from: LIH, masons and contractors
Note: Some of the thematic areas are relevant only in specific geographic regions and are required to be measured only in these areas.

REQUIRED SPECIFICATIONS

TCIS India invites agencies to submit proposals for conducting this endline survey. They will be expected to:
  • Describe the approach
  • Design suitable survey tools to capture data as per requirements
  • Collect Data
  • Tabulate and present basic analysis report
  • Submit raw data file

TCIS India will share more context on the study, knowledge from past research, and ongoing interventions with the selected agency. These insights should be synthesized into the study approach. The agency is expected to have experience and expertise in designing and executing survey research studies in quantitative & qualitative research in the domains of consumer as well as development research. Familiarity with value chain analysis and private sector development is also required, as is experience in conducting surveys in Tamil. Experience in conducting studies in the housing / construction sector will be an advantage.

DURATION

The end line survey should be completed by mid-March 2026, and the endline study report by April 2026.

DELIVERABLES
  • The agency should submit the following:
  • Inception report with the final methodology, project plan, deliverables, timelines
  • Sampling plan, and field implementation methodology
  • Data collection tools, analysis plan and final report template
  • Weekly status reports
  • Presentation of findings from the end line survey (with changes compared to baseline)
  • Consolidated Report and presentation after TCIS’s review

SUBMISSION OF PROPOSAL
  • Agencies are requested to submit their proposal with:
  • A cover letter explaining their eligibility & suitability to conduct the study.
  • A Technical Proposal including:
  • Approach & methodology
  • A summary of relevant studies conducted by the agency in the last 5 years
  • List and CVs of key team members
  • Tentative time plan & work schedules
  • Financial proposal with a detailed breakup of costs
