The Environmental Affairs Department is a high-performing, collaborative team that provides environmental expertise to advocate for and facilitate environmental excellence in utility operations, delivering on the PUD's commitment to delivering affordable power and water to our customers in a safe, environmentally sustainable and reliable manner. We are seeking an energetic, customer focused professional Environmental Specialist II or III to join our team!

At the PUD, you will play an active role in ensuring compliance with environmental laws, regulations and permits. You will lead, plan, coordinate, and oversee the development and implementation of environmental programs, ensuring alignment and collaboration across PUD. You will provide subject-matter expertise and strategic advice on sustainability programs, environmental health, waste management and emergency preparedness and response activities, including participation in PUD's spill response, rotating on-call after hours response duties with four other team members.

This position offers both strategic and tactical components providing direction throughout the PUD. You will accomplish tasks from routine to complex, including critical analysis to identify factors for decision-making. You will track emerging regulations that could be reasonably applicable to the PUD, develop and implement programs to reduce the company's impact, track environmental and sustainability metrics and recommend targets and annual goals to meet strategic plan initiatives. You will exemplify the PUD's values and commitment, while fulfilling a vital role in the PUD's mission.

Job Definition

Assists the District in complying with federal, state, and local environmental laws and regulations, including but not limited to solid and dangerous waste, spill response and remediation, hazardous substance transport and storage, storm water management and work in or near wetlands and sensitive areas. Carries out District policies and programs regarding electric and magnetic fields, site assessments, pollution prevention, bird injury prevention and response, erosion and sediment control and the Washington State Environmental Policy Act.

Experience/Education

Environmental Specialist I $104,918 - $131,148

Minimum Education and Experience:

  • Bachelor's Degree in Environmental Health, Environmental Science, Engineering, or other Technical or Scientific field relating to environmental matters, AND
  • Two (2) years of experience in the application of environmental laws/regulations to business, industry, or governmental operations.


Preferred Education and Experience:

  • Educational background in the environmental sciences with special emphasis in the environmental health and occupational health sciences.


Minimum Required License(s) and/or Certification(s):

  • Valid Washington State Driver's License with a good driving record
  • Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within six (6) months from job start date.


Preferred Licenses(s) and/or Certifications(s):

  • Certified Erosion & Sedimentation Control Lead certification (CESCL)
  • Asbestos Hazard Emergency Response Act Inspector Certification (AHERA Inspector)
  • Progress to achieve, or achievement of nationally recognized professional credential demonstrating knowledge and commitment in the field of professional environmental practice.

Environmental Specialist II $131,609 - $164,512

Minimum Education and Experience:

  • Bachelor's Degree in Environmental Health, Environmental Science, Engineering, or other Technical or Scientific field relating to environmental matters, AND
  • Four (4) years of experience in the application of environmental laws/regulations to business, industry, or governmental operations

Preferred Education and Experience:

  • Advanced educational background in the environmental sciences with special emphasis in the environmental health and occupational health sciences

Minimum Required License(s) and/or Certification(s):

  • Washington State Driver License with a good driving record
  • Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within six (6) months from job start date.

Preferred License(s) and/or Certification(s):

  • Certified Erosion & Sediment Control Lead certification (CESCL)
  • Asbestos Hazard Emergency Response Act Inspector Certification (AHERA Inspector)
  • Professional certification commensurate with a senior level technical position such as:
    • Certified Professional Environmental Auditor (CPEA)
    • Certified Hazardous Materials Manager (CHMM)
    • Professional Wetland Scientist (PWS)
    • Certified Qualified Environmental Professional (QEP)
    • Washington State Registered Sanitarian (RS)
