Responsibilities

This role serves as the Federal Compliance and Solution Architecture lead responsible for translating Federal regulatory, financial, and contractual obligations into Oracle Fusion ERP design requirements on a large-scale Fusion implementation for a commercial organization operating in the Federal marketplace. The client is standing up Oracle Fusion GovCloud to support both global commercial operations and U.S. Government contract obligations.

This individual must bring a solution architect mindset, with a strong understanding of Federal financials, Federal accounting, Chart of Accounts (COA) design, Oracle Fusion SaaS, and Federal cloud compliance. The role will help map Federal accounting and reporting requirements to the Chart of Accounts and broader Fusion design while serving as a trusted advisor on the client's SaaS cloud journey.

This person determines what Federal requirements apply, where they affect ERP processes and architecture, and translates those requirements into solutions the Fusion delivery team can implement. They will lead customer discussions and advise on Federal compliance strategy and solution design, rather than serving as the hands-on security-role or system configuration resource.

Primary Responsibilities

Solution Architecture & Federal Financials

  • Serve as the COA Solution Architect, bringing an architect-level perspective to Oracle Fusion ERP design and Federal compliance requirements
  • Advise on Chart of Accounts design and mapping to support Federal financial management, accounting, reporting, and contractual requirements
  • Translate Federal financial and accounting requirements into scalable Oracle Fusion business and solution requirements
  • Evaluate cross-functional impacts across Financials, Procurement, Supply Chain, and other relevant Fusion modules
  • Provide solution-level guidance to ensure Federal requirements are appropriately incorporated into the broader Fusion architecture
  • Act as a trusted advisor to customer stakeholders and lead discussions on Federal cloud compliance throughout the client's SaaS cloud journey

Federal Requirements Analysis

  • Review Federal contracts, clauses, policies, and data classifications to determine what affects ERP business processes and information handled in Fusion
  • Facilitate requirements workshops with Legal, Contracts, Security, IT, Finance, Supply Chain, Procurement, and HR to determine which Federal requirements apply to which business processes
  • Identify and classify CUI, FCI, export-controlled information, PII, and other sensitive government-related data flowing through Fusion
  • Translate CMMC, DFARS, ITAR, and NIST SP 800-171 obligations into actionable business, architectural, and system requirements
  • Distinguish requirements addressable through Fusion configuration from those requiring policy, procedure, complementary systems, or broader architectural solutions

CUI & Controlled Data Boundary

  • Own development of the client's CUI/controlled-data boundary as it relates to Oracle Fusion
  • Identify where controlled information enters, resides, moves through, and exits ERP business processes
  • Map controlled information across users, organizations, modules, integrations, reports, attachments, and third parties, working jointly with the Security & Access Architect on the technical mapping
  • Identify opportunities to minimize unnecessary CUI propagation across the ERP environment

Global Access & Export-Control Policy

  • Work with Legal, Export Compliance, and Security to define access requirements for global users
  • Determine where citizenship, U.S.-person status, geography, or export-control restrictions affect access to information
  • Translate approved access policy into requirements for the Security & Access Architect to implement in Fusion roles and data access
  • Support a sustainable operating model balancing global commercial operations against restricted U.S. Government information

Compliance Traceability & Validation

  • Maintain traceability: Federal Requirement → Business Process → Data → User Population → Fusion Configuration → Organizational Control → Validation Evidence
  • Own the Regulatory Applicability Assessment, CUI/FCI Controlled Data Inventory, Fusion Business Process Compliance Matrix, Compliance Gap Register, and Go-Live Compliance Readiness Assessment
  • Develop compliance-focused test scenarios and acceptance criteria; participate in configuration and security reviews as the compliance validator, not the builder
  • Identify unresolved compliance gaps and coordinate remediation with workstream owners


Qualifications

  • Clearance/Eligibility: Must be a U.S. Citizen with the ability to obtain clearance
  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or a related technical field, or equivalent experience
  • 16+ years of relevant professional experience
  • 8+ years supporting Federal compliance, Federal contracting, regulated ERP environments, or government information security programs
  • Strong working knowledge of CUI, CMMC, DFARS, and NIST SP 800-171
  • Oracle Fusion SaaS experience, with demonstrated understanding of Fusion ERP architecture, capabilities, and business processes
  • Demonstrated Solution Architect experience or equivalent architect-level responsibility within complex ERP implementations
  • Strong Federal financials and Federal accounting experience, including experience mapping financial requirements to Chart of Accounts structures and ERP processes
  • Experience advising clients on Federal cloud compliance and leading compliance-related discussions during ERP/SaaS cloud implementations
  • Working knowledge of ITAR/EAR and export-control considerations as applied to enterprise systems and global user populations
  • Demonstrated experience translating regulatory and contractual requirements into ERP business-process, architecture, and technology requirements
  • Experience with enterprise ERP implementations touching Financials, Procurement, Supply Chain, or Manufacturing
  • Conceptual fluency in RBAC, segregation of duties, and identity governance, sufficient to define requirements for a security architect rather than necessarily configure them
  • Strong facilitation and communication skills across executive, legal, compliance, security, finance, and business stakeholders

Preferred Qualifications

  • Experience with Oracle Fusion Financials and/or SCM
  • Experience in Oracle GovCloud or another FedRAMP-authorized environment
  • Experience supporting Defense Industrial Base, aerospace, defense, or manufacturing organizations
  • Experience with CMMC Level 2 readiness or assessment activities
  • Familiarity with FAR/DFARS, NIST SP 800-53, FedRAMP, and Zero Trust principles

Certifications

  • CISSP, CISM, or CRISC; or
  • Certified CMMC Professional (CCP) / Certified CMMC Assessor (CCA)
