OVERVIEW:

The Multnomah County Department of Community Services (DCS) is looking for a Finance Supervisor to join the team. As a Finance Supervisor, you will be responsible for planning, directing, and managing multiple financial functions for DCS in partnership with the Finance Manager Senior. In this position you will oversee, supervise, plan, direct and evaluate the daily activities and workflow of a diverse team of highly skilled Finance Specialists. You will also provide oversight of purchasing, contract administration, procurement cards, travel and training, auditing and accounts payable functions within the department.

What You’ll Do:

  • Oversee department loan obligations and insures compliance with fiduciary obligations
  • In coordination with Central General Ledger, maintain amortization schedules and account reconciliations
  • Review and interpret inter-governmental agreements, work order agreements, and memorandums of understanding related to services rendered by DCS Division operational program staff
  • Direct Department customer funds deposits and monitor the funds flow of related subsidiary ledger accounts
  • Perform detailed analysis of changes in program revenue and expenditures. Analyze data and make recommendations to DCS management
  • Prepare analytical reports for management, including explaining and resolving accounting questions and concerns
  • Interpret and apply federal, state, county, and local laws, regulations, policies, and procedures to ensure compliance within program and finance work units as required contractual terms and conditions
  • Make independent adjustments to fiscal systems when needed
  • Guide the development, modification, and implementation of the Department's internal controls and finance policies, procedures, and business practices
  • Act as Department representative on the Countywide ERP System Sub-committee and the Strategic Sourcing Council
  • Initiate and maintain Department fiscal authority in the County ERP systems (Workday and MarketPlace)
  • Analyze time entries in the payroll system, ensuring data entry accuracy and compliance with the County payroll rules, collective bargaining agreements, and Department cost accounting systems

Minimum Qualifications/Transferable Skills*:

  • Equivalent to a Bachelor's degree from an accredited college or university with major coursework in Business Administration (in lieu of a degree we will consider equivalent related experience)
  • Three (3) years of increasingly responsible technical experience in finance or accounting
  • One (1) year of supervisory or professional leadership experience

Preferred Qualifications/Transferable Skills*:

  • Master's Degree or advanced coursework in Accounting, Business, Finance or a directly related field
  • Management experience with demonstrated interest in leading and coaching a diverse team
  • Experience in administering budgets with numerous revenue sources
  • Advanced and thorough knowledge of principles and practices of public sector accounting, including: Procurement, contract administration, travel and training expenses, accounts receivable, and accounts payable
  • Ability to create and edit Google Sheets
  • Excellent written and verbal communication skills
  • Ability to work independently and as part of a team
  • Proficiency in procurement software, Microsoft Office Suite, and Google suite enterprise products
  • Commitment to racial equity and social justice. Experience applying a racial equity lens to professional work
  • Skills in technical writing, contract development, and administration
  • Managing in a union environment
  • Experience with Workday and/or MarketPlace

ADDITIONAL INFORMATION:

Type of Position:This hourly, union-represented position is eligible for overtime.

Schedule: Monday - Friday, 8:00 AM - 4:30 PM. There may be some flexibility with the regular start and end times.

Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and at least one day per week in-person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.

Work Location:This position primarily works onsite at 1600 SE 190th Avenue, Portland, OR 97233, as well as on occasion at 501 SE Hawthorne Blvd., Portland, OR 97214.
