Scope of Works for Global Housing E-Course Development
Project Background
Habitat for Humanity [HFH] is planning to launch global housing curriculum for its HFH global network and key partners by October 2026.
Habitat’s Housing Curriculum is designed to be flexible, modular, and multi-modal, so that it adapts to different levels of understanding and different types of learners in HFH network. It elevates the best knowledge and experience from Habitat’s expertise to offer clear overview, useful guidance, and complementary resources for the learners.
The Global Housing Curriculum is designed to coexist with other learning programs and talent development opportunities in Habitat for Humanity.
The housing curriculum is a learning opportunity that provides a solid foundation in major concepts, terms, and HFH’s organizational approach to tackling different housing needs. It ensures a foundational level of housing knowledge for all Habitat entities globally – Habitat for Humanity International staff, area offices, national organizations and US affiliates.
Housing Curriculum Learning Objectives
* Develop foundational housing knowledge – Ensure all staff and stakeholders share a common language, definitions, and understand the basic components of adequate and affordable housing, as well as key sector trends, policies, measures, and milestones in housing and history.
* Describe Habitat’s work globally – Equip learners with an overview of Habitat’s program approaches and work across the globe.
* Examine major approaches to housing systems and solutions – Increase awareness of people centered development, housing systems and policymaking approaches, standards and tools.
* Recognize strategies for collaboration and partnerships – Enhance knowledge that can help the learner to engage with key housing players, including governments, the private sector, and civil society.
The Global Housing Curriculum is a three -component learning experience:
Part 1: Housing Foundations e-course accessible in Habitat’s Learning management systems complemented with a learning library of connected resources that will provide a basic level understanding of foundational housing knowledge and basic concepts of adequate and affordable housing. We expect the e-course program to take approx. 2 hours at a self-paced mode with a certificate of completion received upon completion of all lessons by the learner. The program will be available in English and Spanish.
Parts 2 and 3 will be laid out more explicitly after part 1 completion and evaluation. They will include deeper dive thematic sessions for the learners through additional interactive spaces. Parts 2 and 3 are not part of this assignment.
This Request for Proposal (RFP) seeks a partner – instructional design and e-learning development consultancy to transfer the housing foundations content into an e-learning experience and creating the actual e-learning modules using Articulate learning software and connecting technologies.
2. Scope of Work Solicited
The selected partner will design, develop the housing foundations e-course using Articulate learning software and deliver the e-course to HFH to be published in HFH’s Learning Management System. HFH will provide housing foundations content, resources and its design prototype to the partner.
We expect the e-course program of up to 3-4 lessons to take up approx. 2 hours at a self-paced mode with a certificate received upon completion of all lessons. The e-course will be available in English and Spanish. We expect to build the e-course contents with a library of related resources, either connected directly from the e-modules or also separately.
Related resources connected to the e-course contents can be:
* Videos and podcasts
* Documents [PDFs…]
* Animations, graphics and photos
* Links to online resources
Key responsibilities include:
During the e-course development, the vendor will collaborate with the Network Learning Lead, MEARL, the Global Talent Team [GTM] and the curriculum core design team members. They will provide content advice and support in the development of the e-course lessons based on the initial curriculum documentation. The vendor will consider the core team’s feedback and incorporate based on agreement.
In summary, the selected vendor will be responsible for the following related to housing foundations e-course development:
* Follow delivery process mechanism: Proposal and delivery according to an agreed process outline, such as:
- kickoff meeting with major stakeholders to align design concepts, engagement interactions and project milestones.
- review/ check in meetings for course outline, draft user interface / course look and feel, storyboard delivery and each review cycle.
- review check in[s] or activity to discuss feedback during key milestones as needed
- testing phase in LMS for successful delivery during implementation phase.
* Design learning experience: Developing the learning experience based on available housing foundations “raw” contents provided by HFH. The content lends itself to many creative approaches and we want the designer to be thoughtful of designing a cohesive experience that is engaging, exploratory in nature, and inclusive of interactive features e.g. text, images, navigation control, click to reveal, animations, graphics, drag and drop, text input, hotspots, etc. The designer should consider the entire project while being mindful that learners may only choose to engage in one or several modules. Light narration to guide the learner and set-up context is preferred but up for discussion. The experience will include external exploratory assets such as links to additional resources, documents to read, videos and quizzes. The design must adhere to Habitat Brand Guidelines, HFH pictures, videos, and AI policy. In addition, ecourse design will reflect standard criteria for accessibility and responsive interfaces [mobile, PC etc.]
* Develop e-course: Technical development of the e-course in Articulate rapid development tool.
Deliver comprehensive e-course package: At the conclusion, it is essential for a vendor to provide comprehensive “e-course pack”, documentation and deliverables to HFH. The specific files and information may vary depending on the nature of the project, but generally include the following:
Comprehensive e-course items package
- Assessment Materials (including Quiz and Assessment files as well as answer keys).
- Graphic and design files for graphical elements, ensuring that HFHI can make future modifications or updates.
- Any documentation or user guides that explain how to navigate and use the elearning content.
- Any reporting or analytics gathered during creation or testing.
- If applicable, training and support materials.
Course content files
- Source files: Provide the original source files or transfer of files to licensed Articulate owner in Habitat for all e-learning modules.
- Multimedia assets: Deliver all multimedia assets used in the course, including images, videos, audio files and any interactive elements following quality standards.
Final published courses
- Published outputs are compliant with SCORM/xAPI packaging for tracking and deployment in our learning management systems Intellum and Workday.
- Secondary publication: entire course package or standalone assets deployed on SharePoint is a (nice to have). In the event the SCORM becomes corrupted, a backup file is needed such as PowerPoint format.
Proposal Submission Format
Applicants are requested to submit a comprehensive proposal addressing all aspects of this RFP. The proposal should be structured as follows:
- Narrative Submission
- Executive Summary: A brief overview of your understanding of the project, your proposed approach, and why your organization is the best fit.
- Understanding of the Assignment: Demonstrate your comprehension of the project background, objectives, and the specific needs outlined in this RFP.
- Proposed Approach: Outline your proposed approach to e-course development as outlined in this RFP
- Project Management Plan: Describe your proposed work plan, including key phases, activities, and deliverables with associated timelines.
- Risk Management: Identify potential risks to project success and outline your mitigation strategies.
- Roles and Responsibilities of HFHI: Clearly articulate any expected roles and responsibilities of HFH.
- Organizational background and key staff: Summary of your organization(s) relevant experience. Clearly define the roles and responsibilities of key staff within the project team.
- Supporting materials can be included as an annex:
* A brief overview of your organization(s), including legal status, mission, and core competencies.
* Demonstrated experience in e-course instructional design
* Demonstrated experience in learning program development using Articulate suite
* Demonstrated experience creating quality natural and animated videos using tools such as Vyond
* Demonstrated experience in working with international organizations across geographies
* Provide examples of relevant past projects, including links where possible.
* References from previous clients for similar work.
- 2. Budget
- A breakdown of costs associated with the proposed work [in % of total amount specified based on specific milestones achieved], categorized by milestones, deliverables (e.g., design, development, delivery of the comprehensive e-course pack)Includes personnel costs and any other relevant expenditure.
- Include a separate line item in the budget for Spanish language e-course implementation and testing phase in LMS.
- [Spanish language e-course implementation will follow the development of the e-course in English language]
- A detailed project timeline (e.g., Gantt chart) outlining all key activities, milestones, and deliverables within the contract period.
- Include up to three (3) milestones that could be linked to tranched payment of a contract.
Vendor RFP Reception
By responding to this RFP, the vendor agrees to be responsible for fully understanding the requirements or other details of the RFP and will ask any questions to ensure such understanding is gained. HFHI retains the right to disqualify vendors who do not demonstrate a clear understanding of our needs. Furthermore, the right to disqualify a vendor extends past the contract award period and HFHI will be at no fault, cost, or liability.

HFHI does not guarantee that any particular item is without error. HFHI will not be held responsible or liable for use of this information or for any claims asserted therefrom.
Evaluation Criteria
All proposals will be evaluated systematically, based on the following key criteria. The purpose of this section is to identify suppliers with the interest, capabilities, and financial stability to supply Consulting Services, as defined in the Scope of Work.

Short-list Selection
Vendors who have demonstrated their capacity to meet our needs will be contacted via phone and/or email to be notified of their selection to move forward in the RFP process.
HFH may contact top selected vendors for a short conversation to discuss the vendor proposal to make decisions in the selection process.
Vendors who have not been selected will not be contacted.
Vendor Information
Vendors must submit the following information to be considered:
- Corporate Overview – Legal name; year of incorporation; number of employees; income statement if available.
- Products & Services – description of all products & services supplied.
- Markets Served – description of geographic/industry markets & % of share.
- Partners – list of current partners and roles.
- Customer References – provide 5 references of the customers.
Other Provisions
Waiver Authority
HFHI reserves the right, as its sole discretion, to waive minor irregularities in submittal requirements, to request modification of the response, to accept or reject any or all responses received, and/or to cancel all or part of this RFP at any time prior to awards.
Disclaimer
This RFP does not commit HFHI to award any funds, pay any costs incurred in preparing a response, or procure or contract for services or supplies. HFHI reserves the right to accept or reject any or all responses received, negotiate with all qualified Respondents, cancel or modify the RFP in part or in its entirety, or change the response guidelines, when it is in its best interest.
