JOB SUMMARY
Corvus Consulting, LLC is seeking an experienced Instructional Designer to serve as the primary lead for the design, development, and delivery of training and communication materials supporting The September 11th Victim Compensation Fund (VCF) Transformation Project. This role will own the full lifecycle of instructional products and communication collateral that prepare VCF staff and external stakeholders for the program’s new operating model, updated policies and procedures, and the implementation of the myVCF claims‑processing system.
The Instructional Designer will collaborate closely with subject matter experts and project partners, while independently driving the creation of high‑quality, engaging, and standard-aligned learning solutions from initial concept through final delivery.
RESPONSIBILITIES
Evaluate learning needs, performance gaps, and stakeholder requirements to design impactful instructional solutionsDevelop a full suite of training and communication products, including interactive modules, videos, branching scenarios, learning sprints, flashcards, one‑pagers, knowledge checks, email templates, and related materialsAnalyze existing or provided content to identify gaps, define learning objectives, and recommend appropriate instructional and communication approachesCreate clear, consistent visual content aligned with VCF standards and organizational messagingApply ADDIE, SAM, Bloom’s Taxonomy, and adult learning methodologies to guide solution designCollaborate with subject matter experts to gather information and validate instructional contentEnsure accuracy, consistency, and quality across all instructional and communication deliverablesUtilize advanced Adobe Captivate, Adobe InDesign, and Adobe Creative Cloud tools to build engaging learning experiencesStay current on instructional design trends, technology, and training methodologies
QUALIFICATIONS:
Minimum Qualifications include:
Bachelor’s degree in a relevant fieldMinimum of 5 years of experience as an Instructional Designer or Graphic Designer in a multimedia, corporate, or similar environmentAdvanced proficiency with Adobe Captivate and the Adobe Creative Cloud suiteAbility to rapidly assimilate complex subject matter and translate it into clear, structured learning materialsStrong written, verbal, organizational, and time‑management skillsAbility to work effectively with stakeholders at all levels, both independently and in teamsEligibility to obtain a Public Trust clearance
Preferred Qualifications include:
• Experience designing training for complex operational processes or policy‑driven environments
• Familiarity with federal programs, claims‑processing workflows, or large‑scale transformation efforts
• Demonstrated success developing communication collateral for diverse audiences
ADDITIONAL INFORMATION
• Position may be contingent upon contract award or customer approval
• Hybrid/remote role with 3 days in the office.
• Travel is not required for this position
• Final salary will be based on experience, qualifications, location, and contract parameters
