Job Description
Job Summary:
The Center for Biostatistics in AIDS Research (CBAR), an organization within the Harvard T.H. Chan School of Public Health, is responsible for the design, monitoring and statistical analysis of clinical trials and observational studies for several major national and international NIH-funded clinical research networks. CBAR employs over 70 statisticians and epidemiologists including Harvard faculty, research scientists and staff. Investigators within CBAR have provided statistical leadership and support for clinical research networks for more than thirty years. Currently this includes infectious disease networks such as: the Advancing Clinical Therapeutics Globally (ACTG), the International Maternal Pediatric Adolescent AIDS Clinical Trials Group (IMPAACT), and the Influenza Research Collaboration (IRC). Results from studies have helped to establish the paradigm for the treatment and prevention of HIV and other infectious diseases, and contributed to international treatment and prevention guidelines
The IT Manager reports to the Director of Infrastructure Services and leads a team of IT professionals that manages the physical and virtual computing environment at CBAR. The IT Manager leads multiple concurrent, complex, and highly impactful projects which will involve the IT Team and other teams such as the Programming Team. Responsible for the overall direction and successful completion of these projects, the IT Manager drives project ideation phases, navigates key stakeholder relationships, is an exceptional problem solver / decision maker, and works directly with project teams to achieve results. The IT Manager demonstrates mastery of project management processes, an ability to work in a highly complex technical landscape, and is an excellent communicator. Responsible for assembling project team(s), assigning responsibilities, identifying resources needed, developing schedules with timelines; responsible for timely completion of projects. Responsible for project discovery, i.e., identifying areas for improvement. Serves as expert regarding scope and project objectives, solution’s value and technology, as well as the role and function of each team member. Ensures work completion within schedule, budgetary and design constraints. Makes decisions about analysis, design and testing and provides alternative methods as needed. Ensures documentation is properly completed according to established GCP standards, federal regulations and internal SOPs. Works collaboratively with colleagues to leverage resources for successful project completion. Makes independent decisions within the confines established by sponsors/business owners. Serves as primary contact with user groups and stakeholders. Leverages steering and executive committees for decision-making, change management, and communications. Absorbs and leverages project related technology to ensure effective project management and collaboration. Advises CBAR regarding post project operations.
Job-Specific Responsibilities:
Responsible for effective staff management, including hiring and orientation, training and development, workflow and performance management, and the promotion of an inclusive and innovative work environment
- Leads and successfully delivers multiple (concurrent) high priority, complex information technology projects.
- Able to take a project from ideation stage through delivery and transitioning to service operation; able to define and clearly scope out projects.
- Estimates projects using multiple techniques to arrive at realistic schedules. Clearly highlights methods used and assumptions made when communicating estimates.
- Actively identifies and manages project risks, issues, and decisions; able to navigate a complex organization in order to facilitate resolution.
- Identify, track, monitor and communicate project-related benefits, issues, scope changes, variances and contingencies that may arise during the implementation of IT projects, and that cannot be resolved by project team
- Facilitate defining solutions with the appropriate stakeholders/customers
- Design, develop and monitor effective processes and systems for projects
- Coordination between teams, communications for planning, analysis, design, user testing and acceptance and implementation.
- Make independent decisions within the confines established by sponsors/business owners
- Serve as primary contact with user groups and stakeholders
- Leverage steering committee for decision-making, change management, and communications
- May be responsible for managing multiple CBAR partner and IT relationships; able to develop deep relationships through trusting interactions.
- Reviews documentation for completeness and accuracy; e.g., Project Charters, Risk Assessments, Scope of Work Statements, Installation Qualification, etc.
- Responsible for creating and updating regulatory compliance documents; e.g., Standard Operating Procedures, FISMA documents, ATO, ISA, MOU, SSP, Installation/Operation Qualification and Validation, eta.
- Leads effort to communicate with end users and senior management about downtime and changes. Provides consistent, timely, and well-crafted project progress status reporting and communications; will send out Smart Notice alerts and updates to users regarding system problems.
- Delivers project results predictably; on time, on budget, and on quality.
- Manage project budgets; able to develop long range resource forecasts
- Mentor others in project management and offers various problem-solving tools to guide people, processes and outcomes.
- Apply Harvard University’s IT technical standards and best practices
- Adhere to Harvard University security and privacy policies and principles
- Abide by and follow the Harvard University IT Code of Conduct
- Performs other duties as necessary
PLEASE NOTE: Members of the IT Team work after hours for scheduled and emergency maintenance. Regular maintenance is scheduled one Saturday each month.
Qualifications
Basic Qualifications:
- Minimum of five years’ experience post-secondary education or relevant work experience
- Supervisory experience is required.
Additional Qualifications and Skills:
- Bachelor's Degree, especially in a relevant field preferred
- Demonstrated cross-functional project leadership experience
- Experience with large IT projects
- Experience in higher education in a research environment preferred
- PMP or other relevant certification and experience preferred, e.g., PMI
- Linux OS experience is a plus
- Familiarity with an enterprise PM tool such as MS Project, Jira, Asana, or other.
- Familiarity with human subject research, FISMA compliance, and 21 CFR Part 11 regulations is a plus
- Familiarity with key ITIL concepts or experience working in an IT organization
- Has strong organization and communication skills, and ability to communicate professionally with people inside and outside the organization.
- Works independently and as part of a team, pay close attention to detail, prioritize diverse tasks, and coordinate workflow among staff.
- Excellent written and verbal skills including ability to present to a variety of audiences. Strong vendor management skills. Commitment to strong customer service. Ability to keep abreast of industry trends and changes in technologies.
- Demonstrates the following interpersonal attributes: Adaptable, flexible; uses grace & tact under pressure; unflappable when confronting challenges; resilient; positive outlook and "can do" attitude; respectful and approachable style.
- Exceptional, yet flexible communication skills can "take charge of the conference room" as well as lead two way, trusting communications with technical project teams.

This position has been determined by school or unit leaders that some of the duties and responsibilities can be effectively performed at a non-Harvard location.
