Learning and Development Specialist, Nurse Education/Learning and Development Specialist 2 - Oregon State Hospital, Salem Campus

This Learning and Development Specialist position assesses the educational needs of staff and designs, delivers, and evaluates in-person and online educational programming for clinical and non-clinical staff in the areas of behavioral health, workforce skills, compliance/safety, basic computer skills, and other topic areas as assigned.

The person in this position provides trainings to new employees and veteran staff and supports the Learning and Development Department’s (LDD) mission to provide engaging, effective educational opportunities for staff to promote high-quality patient care in a safe, recovery-oriented environment. LDD staff are responsible for the onboarding of new nursing staff and are expected to be subject matter experts in that regard.

What We Are Looking For

Minimum Qualifications: These qualifications must be visible in your application for consideration.

  • Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment; OR
  • Five years of work experience designing, planning, and implementing organizational development strategies.

A bachelor's degree in education, organizational psychology, business or public administration, training and development, human resources, organizational behavior, or a related field may substitute for three years of the work experience stated above.

Preference Statement:

Preference will be given to applicants with a master’s degree in education, organizational psychology, business or public administration, training and development, human resources, or organizational behavior.

NOTE: Some positions may require one year of experience in a specific state program in addition to the above listed experience.

  • Instructional Design Expertise: Ability to develop, design, and write in-person and online training curriculum courses or module training sessions. This includes creating instructional training objectives and ensuring compliance with federal, state, and department policies.
  • Effective Communication Skills: Proficiency in delivering high-quality educational opportunities to diverse groups with varying levels of experience and education. This also involves providing clear, engaging training sessions, and coaching subject matter experts.
  • Assessment and Evaluation Proficiency: Skills in assessing performance and learning needs, identifying gaps, and making training recommendations. Developing evaluation criteria and methods to ensure training effectiveness is also crucial.
  • Cultural Competency and Diversity Awareness: Consistently treating consumers and co-workers with dignity and respect, recognizing and appreciating individual and cultural differences, and ensuring service delivery is culturally competent.
  • Adaptability and Collaboration: Ability to work independently, with team members, or collaboratively with other training experts and managers. This includes revising training based on feedback and maintaining the skill level of subject matter experts.
  • Computer Skills: Intermediate to advanced proficiency in MS Word, Teams, PowerPoint, Outlook and calendar management systems.

Special Requirements:

  • To be hired, you must have criminal record and driving records checks that meet OHA criteria at the time of hire, and throughout employment.
  • Must have a valid Oregon driver’s license with an acceptable driving record OR have the ability to utilize an acceptable mode of transportation.
