From crafting compelling public safety campaigns to managing social media, video content, and digital strategy, you’ll play a key role in how MCSO communicates its mission, values, news and priorities. Your role: As the Program Communications Coordinator, you will develop and manage external communications strategies to amplify agency initiatives, provide timely safety updates and boost engagement across platforms. You’ll create meaningful content—from social media to newsletters to videos—that reflects MCSO’s mission and resonates with the communities we serve. You’ll also track analytics, manage our website, support media relations and collaborate with partners across sectors.

Essential Responsibilities:
Strategic Communications (30%)
- Develop and execute external communications strategies aligned with MCSO’s goals
- Identify the most effective channels to reach diverse audiences
- Evaluate strategies using web and social media analytics
- Strengthen trust and community engagement through proactive communication
Content Creation (30%)
- Write, design, and produce content for social media, web, newsletters, reports, and campaigns
- Plan and schedule engaging content and manage a social media calendar
- Use editing software to create graphics, videos, and photos
- Stay on top of public safety and digital communication trends
Website & Media Support (20%)
- Collaborate with internal teams to maintain accurate and accessible website content
- Analyze user data and recommend improvements
- Assist the Public Information Officer during emergencies and major incidents
- Respond to public and media inquiries as needed
Events, Outreach & Collaboration (10%)
- Represent MCSO at internal and community events
- Develop materials to support outreach, including recruitment campaigns
- Partner with Human Resources and other teams, unit and divisions on marketing materials
Analytics & Interagency Coordination (10%)
- Track and evaluate digital analytics and social media performance
- Collaborate with public safety, nonprofit and government partners on joint campaigns

Minimum Qualifications/Transferable Skills*:
- Bachelor’s degree - in lieu of a degree we will consider equivalent related experience on a year for year basis.
- Three (3) years of experience is required in one or more of the following areas: communications, public information, public relations, journalism, marketing, or social media coordinator.
- At least one (1) of the three (3) years of required experience must have been paid or volunteer in social media management.
- Must possess, or can obtain, a valid driver’s license by the time of appointment.
- Must pass a criminal records and employment references check.
Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.
- Bachelor’s degree or major college coursework in communications, journalism, public relations or related field
- Government or public safety communications experience
- Strong public speaking and writing skills
- Experience supporting media relations or public affairs during emergencies
- Multimedia experience including, ability to produce graphics, take photography and shoot, edit and produce videos for social media and internal use
- Familiarity with accessibility standards for digital communications
- Experience analyzing digital analytics and translating them into actionable insights
- Experience writing for web and maintaining website content to include text and multimedia

ADDITIONAL INFORMATION:
This recruitment may be used to fill full-time, part-time, temporary, limited-duration, and on-call positions.
Pay Range: $41.50 - $51.03 hourly
Type of Position: Hourly, overtime eligible, represented by the AFSCME Local 88 union.
Schedule: Monday – Friday, day shift schedule, with the occasional need to work outside standard work hours with advance notice given.
Location: This position works onsite at the Multnomah Building, 501 SE Hawthorne Blvd. Suite 350. Opportunity for hybrid telework (1-2 days per week) will be evaluated around six months after hire.
Equal Pay: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.

Every day, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
