About the Role

We are seeking an Outreach & Admissions (OA) Manager who is committed to helping prospective students access Job Corps opportunities and ensuring strong performance across assigned outreach contracts. This role is ideal for professionals experienced in recruitment, community engagement, contract oversight, staff supervision, and delivering highquality outreach and admissions services.

This position is wellsuited for individuals with experience in:

• Student recruitment, outreach, or admissions
• Human services, youth programs, or communitybased organizations
• Performance management and contract compliance
• Staff supervision, coaching, and training
• Building partnerships with agencies, schools, and community groups

OA Managers work closely with center leadership, admissions counselors, outreach partners, and community organizations to ensure contractual goals are met and prospective students receive accurate, supportive guidance throughout the admissions process. This role requires strong communication, leadership, and organizational skills, along with the ability to maintain compliance and quality control across assigned territories.

Your work directly impacts student enrollment, community engagement, program effectiveness, and the success of Job Corps centers.

What You’ll Do

Staff Supervision, Training & Performance Management
• Screen potential Admissions Services candidates and recommend hires to the Center Director and HR Manager.
• Provide direction, coaching, and performance monitoring of admissions staff using the Outcome Measurement System (OMS).
• Deliver training, support, and oversight through calls, video conferencing, and site visits.
• Model, mentor, and reinforce a positive normative culture across assigned sites.
• Maintain accountability of staff, ensure adherence to safety procedures, and conduct safety inspections.
• Ensure staff achieve a 75% or higher on the employee scorecard.

Outreach, Recruitment & Community Engagement
• Perform recruitment services within assigned territories when necessary.
• Build and maintain active referral networks with agencies, schools, and community organizations.
• Provide Job Corps orientation to prospective students and ensure accurate program understanding.
• Maintain an updated and effective referral source list.
• Recommend advertising and outreach strategies to support recruitment goals.
• Conduct followup with prospective students awaiting assignment and maintain their engagement.

Contract Oversight, Quality Control & Compliance
• Ensure contractual goals for activity levels, recruitment, and billing are consistently met.
• Oversee OA functions, eligibility determination, and documentation accuracy.
• Implement and monitor incentive plans for assigned contracts.
• Conduct quality control reviews to ensure compliance with all corporate, government, and contractual policies.
• Serve as custodian for property assigned under each contract.
• Maintain strong working relationships with the DOL Regional Office, corporate partners, and center leadership.
• Submit all required reports in a timely and accurate manner.

Student Coordination & Tracking
• Ensure all applicants arrive at the assigned center following approved DESI procedures.
• Monitor participant tracking and follow all required documentation processes.
• Coordinate followup to keep prospective students engaged until assignment.

Minimum Qualifications
• Bachelor’s degree in human services, psychology, social science, communications, counseling, education, or related field and one year of related experience; OR
• Associate degree in the above fields plus two years of related experience
• Knowledge of Job Corps preferred but not required
• Strong organizational, written, and verbal communication skills
• Computer proficiency
• Ability to mentor and model Career Success Standards (CSS)
• Ability to work effectively with individuals from diverse and economically disadvantaged backgrounds
• Ability to engage and collaborate with public/private agencies, employers, and Job Corps participants
• Knowledge of federal, state, and local employment legislation related to hiring

Minimum Eligibility Requirements
• Valid driver’s license with acceptable driving record (if role requires driving)
• I9 documentation verifying authorization to work in the United States
• Ability to pass a postoffer background check
