
Outreach Coordinator
The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.
The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

Equity is fundamental to the mission of the Washington Health Benefit Exchange. The process of advancing toward equity and becoming anti-racist is disruptive and demands vigilance to dismantle deeply entrenched systems of privilege and oppression. While systemic racism is a root cause of many societal inequities, we must also use an intersectional approach to address all forms of bias and oppression, which interact with and often exacerbate racial inequities. SUMMARY
The Outreach Coordinator will promote Washington Healthplanfinder with the goal of reducing the uninsured rate across the state.
In addition to general outreach, this role will help develop resources that educate audiences about health insurance, the coverage options available on Washington Healthplanfinder, and the steps needed to access coverage. The Outreach Coordinator will regularly present to audiences of various sizes and will need to identify and build relationships with stakeholders who can support these efforts.
This position will also support the Exchange’s Premium Sponsorship Program, which aims to address affordability barriers by enabling “Sponsorship Entities” (such as state, city, and county governments, Native American Tribes and Tribal entities, private foundations, non-profit organizations, and others) to financially support the monthly premiums and/or out-of-pocket costs for individuals enrolled in qualified health plans through Washington Healthplanfinder.
DUTIES AND RESPONSIBILITIES
• Create and edit content to inform diverse audiences about the coverage options and savings on Washington Healthplanfinder. This includes publications, brochures, newsletters, pamphlets, fliers, presentations, and other public materials.
• Attend in-person and virtual meetings, conferences, and events statewide to disseminate information about Washington Healthplanfinder.
• Deliver clear and informative presentations on health insurance to audiences of varying sizes and understanding levels. Address questions from the audience effectively and as they arise.
• Support the Senior Outreach Coordinator in communicating with small businesses, separating employees and other target audiences that are identified as having higher uninsured rates.
• Work with the Senior Outreach Coordinator to establish strategic partnerships that enhance the Exchange’s outreach.
• Assist the Operations Sponsorship Manager with external inquiries about the Exchange's premium sponsorship program and join quarterly meetings to update current sponsors on changes.
• Assist the Tribal Liaison in promoting the premium sponsorship program to Washington state Tribes and Tribal entities.
• Support the Associate Director of Outreach and Senior Outreach Coordinator in executing outreach initiatives mandated by legislation as required.
• Other duties as assigned.
QUALIFICATIONS
Required:
• Basic health insurance literacy and familiarity with the services offered on Washington Healthplanfinder.
• Demonstrated ability to seek out, build, and maintain professional relationships with stakeholders that may have diverse perspectives and/or competing interests.
• Ability to develop, write, and edit content that speaks to the interests of diverse audiences for use in publications, brochures, email newsletters, pamphlets, fliers, presentations, and other public areas.
• Strong interpersonal skills.
• Excellent communication, writing, and presentation abilities.
• Detail-oriented and skilled at managing multiple projects and deadlines simultaneously.
• Ability to represent the Exchange in a professional and accurate manner.
• Demonstrates a high degree of integrity and the capability to uphold confidentiality.
• Able to empathize with people who have health access barriers (due to language, health literacy, technology, affordability, etc.) and a strong desire to assist.
• Proficiency in communicating, collaborating, and working efficiently with others, including active listening skills and the ability to comprehend and respect diverse perspectives.
• Experience engaging with multicultural audiences and addressing the perspectives and needs of underserved populations.
• Valid U.S. driver’s license.
• Must have or be able to access a reliable vehicle for transportation with valid car insurance.
• Ability to travel throughout Washington State as required by the position.
• Ability to work with minimal supervision.
Desired:
• Bilingual in Spanish strongly preferred.
• Certificate or higher academic degree in administration, business, healthcare management, or associated field. Equivalent work or life experience may substitute.
• Demonstrated success in a remote work environment.

SALARY INFORMATION
Full Salary Range: $59,581.00 to $89,371.00 annually, with midpoint at $74,476.00.
Hiring Range: $68,518.00 and $74,476.00 annually. This is an estimate of where a qualified candidate can expect to receive an offer.
The actual salary offer will consider candidate experience, skills, qualifications, internal equity, and the market. Our compensation policy reserves the salary range above the midpoint for employees who are meeting and exceeding expectations and for growth and development, up to the maximum.

WORKING CONDITIONS
Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required. The preferred duty station is our Olympia, Washington headquarters. The nature of this role relies heavily on remote and in-person collaboration. While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

SPECIAL REQUIREMENTS
A criminal background screen will be conducted for candidates under final consideration, and if hired, every five years of employment where highly sensitive data is processed or maintained by the position. The result of this background screen must meet the Exchange’s eligibility standards.
