Position Overview

HunaTek is seeking an accomplished Program Manager to lead a large, complex U.S. Department of Defense communications, network, cybersecurity, engineering, and information technology services program in Colorado Springs, Colorado. This position is contingent upon contract award.

The Program Manager will serve as the senior program leader for an approximately 400-person, multi-site technical organization and will have overall accountability for mission performance, workforce leadership, customer engagement, financial performance, subcontractor integration, quality, risk, and contract execution.

This role requires more than traditional program management. The successful candidate will have demonstrated experience leading large-scale DoD technical services operations and complex contract or workforce transitions while maintaining continuity of mission-critical services. The Program Manager will lead the integration of people, processes, partners, and technical operations into a disciplined enterprise delivery model while serving as the primary interface with senior Government stakeholders.

Essential Duties and Responsibilities

  • Provide executive-level leadership and overall accountability for contract performance, including mission delivery, cost, schedule, quality, staffing, risk, and customer satisfaction.
  • Lead the transition, stabilization, and integration of a large, multi-site technical services environment while maintaining continuity of mission-critical operations.
  • Direct an approximately 400-person multidisciplinary workforce through subordinate managers, technical leads, and functional leaders.
  • Serve as the primary program-level interface with Government leadership, contracting personnel, mission partners, and other key stakeholders.
  • Lead workforce planning and execution, including incumbent capture, recruiting, security clearance requirements, onboarding, retention, training, knowledge transfer, succession planning, and workforce readiness.
  • Establish and maintain program governance, accountability, performance management, quality management, risk management, configuration/change control, and escalation processes.
  • Lead and integrate subcontractors and teaming partners to ensure coordinated execution, clear accountability, and compliance with contractual requirements.
  • Maintain accountability for program financial performance, including budgets, forecasts, staffing plans, subcontractor performance, and cost management.
  • Establish and monitor meaningful performance measures and operational KPIs to identify trends, manage risk, improve service delivery, and support data-driven decision-making.
  • Ensure compliance with applicable DoD cybersecurity, information assurance, security, quality, configuration management, and mission-assurance requirements.
  • Drive standardization and integration across supported organizations and locations while accounting for mission-specific and site-specific operational requirements.
  • Identify and implement opportunities for continuous improvement, automation, operational efficiency, and technology adoption when supported by mission requirements and operational data.
  • Build and maintain a high-performing, accountable program culture focused on mission execution, workforce stability, collaboration, and continuous improvement.

Required Qualifications

  • Bachelor’s degree in business, engineering, information technology, cybersecurity, or a related discipline.
  • 10+ years of progressively responsible program leadership experience, including demonstrated leadership of large, complex DoD or Federal technical services programs.
  • Demonstrated experience leading large multidisciplinary technical organizations, including subordinate managers and technical leaders.
  • Demonstrated experience managing complex contract and/or workforce transitions in mission-critical operating environments.
  • Experience with program financial management, staffing, schedule, performance, quality, risk, and customer satisfaction.
  • Experience managing subcontractors and/or integrated teaming partners on complex Federal programs.
  • Working knowledge of DoD communications, enterprise IT, network operations, cybersecurity, service management, configuration management, and mission-support environments.
  • Demonstrated ability to engage senior Government customers, communicate program performance, and resolve complex operational and contractual issues.
  • Strong leadership, communication, decision-making, and organizational skills.
  • Active DoD security clearance and ability to obtain and maintain the level of clearance required for contract performance.

Preferred Qualifications

  • Previous U.S. Space Force or U.S. Air Force program leadership experience.
  • Experience supporting mission-critical operations within the Colorado Springs defense community.
  • Demonstrated leadership of organizations consisting of 300 or more personnel.
  • Experience executing large-scale incumbent workforce capture, onboarding, security clearance, retention, training, and knowledge-transfer activities.
  • Experience managing fixed-price DoD technical services contracts.
  • Experience integrating multiple legacy contracts, organizations, or technical service environments into a common operating model.
  • Experience supporting highly available or no-fail communications, network, cybersecurity, or mission-support environments.
  • Project Management Professional (PMP), Program Management Professional (PgMP), or comparable program management certification.
  • Advanced degree in business, engineering, information technology, cybersecurity, or a related field.
