Job Description
Reporting to the Director for Professional Integrity in the Office for Academic and Research Integrity (ARI), the Program Manager serves in a dual role: (1) as a Local Designated Resource (LDR) supporting the Harvard University Non-Discrimination and Anti-Bullying Policies (NDAB) for HMS faculty and research fellows, and (2) as administrative support for research misconduct inquiries and investigations conducted by ad hoc faculty panels. The position provides support to academic personnel in accessing resources, discussing informal ways of addressing concerns, and navigating informal resolution procedures and formal complaint processes related to professional integrity policies.
The Program Manager will collaborate with the Office for Community Support, Non-Discrimination, Rights and Responsibilities (CSNDR) and other Longwood area LDRs to administer NDAB policies across the community, including providing staff support to the HMS Standing Committee on Rights and Responsibilities (SCRR). This includes supporting the SCRR in serving as Determination Panel members and Appeals Panel members for complaints reviewed pursuant to the NDAB policies, making recommendations to the Office of the Dean for sanctions pursuant to the Procedures for Handling Complaints Involving Faculty Pursuant to the Harvard University Interim Title IX Sexual Harassment Policy and Interim Other Sexual Misconduct Policy and serving as members of an Appeals Panel for Master’s, Medical and Dental Students under the Procedures for Consideration of Academic Performance, the Procedures for Consideration of Unprofessional Conduct, the HSDM Procedures for Consideration of Academic and Clinical Performance and the HSDM Procedures for Consideration of Allegations of Professional and Ethical Misconduct.
The position takes a primary role in developing and administering educational programming related to professional conduct in coordination with HMS and University partners, including bystander intervention techniques and strategies to foster community and mitigate conflict escalation. The Program Manager will stay abreast of evolving institutional policies, processes, and federal regulations, and adjust the programmatic approach to education accordingly in collaboration with CSNDR. This position will also support assessments, inquiries, and investigations of complex research misconduct allegations against HMS faculty, trainees, and students as needed based on ARI caseload.
The Program Manager will staff particular matters with the Director, monitor case deadlines, develop and manage case materials, and support the Research Integrity Officer (RIO), ad hoc panels, and Standing Committee of Faculty Conduct in their investigative work under the HMS Interim Policy for Review of Allegations of Research Misconduct and applicable agency regulations. This includes working closely with research integrity staff and legal support at HMS and affiliated institutions. A primary responsibility is drafting reports under the Director's guidance reflecting the work of HMS faculty panels and committees administering professional and research integrity policies. Proceedings are subject to institutional, sponsor-related, and federal regulations, and involve highly confidential and sensitive information.
The successful candidate must have exceptional writing skills and the ability to synthesize complex scientific and legal information, operating with professionalism, maturity, and discretion. Knowledge of laboratory and research practice, including academic lab experience, is highly desirable. The Program Manager must work with a high level of independence, collaboration, and diplomacy across offices, Schools, and HMS affiliates to ensure policies and supportive measures are appropriately and efficiently executed while managing highly sensitive materials with the necessary sensitivity, maturity, and professional care.
