Overview:

The position supports the Departments Leadership Team by managing projects across multiple programs, supporting the overall department's goals, budget, and to plan and implement projects from inception to completion; Project focus on strategy, funding, and program development to align initiatives with the DCHS Sustainable Business Plan, the Workforce Equity Strategic Plan and Director’s Office Area Plan, Strategic Plan and Program Offers. This position requires facilitation and consensus building around complex and sensitive issues and will implement projects that involve Department Change processes, and new initiatives.
As the Project Manager, other duties will include:
- Provide day-to-day supervision of project activities in Director’s Office and develops project plans, facilitates, evaluates, and defines project scope, goals. Work goals, Lead project activities in the Director's Office.
- Develop project plans, help define project scope, goals, and time-lines. Assemble and manage project staff. Develop and manage project budgets and communications partner with internal and external stakeholders. And create and maintain comprehensive project documentation.
- Review and analyze project progress against project plan and implement and manage project change and update plans, prepare and present status reports defining progress, problems, and solutions.
- Types of projects include implementing Director’s Office strategic planning processes, change processes, improvements, and new initiatives. And pilot programs, working within the Director’s Office to implement program and budget planning, development, and monitoring.
- Utilizing health equity principles and tools in decision-making and project execution; and preparation of project budgets, staffing plans, and performance, staff resources, work plans, evaluation plans, and sustainability plans.
- Lead project work that involves program staff and other stakeholders in identifying needs and building consensus and collaboration for Director’s Office projects.
- Utilize literature, data, community input, and workforce equity. Community-building tools and principles to identify community and program needs to establish program goals as part of strategic program planning. And project development.
- Identify evidence-based practices and models and assess the efficacy of possible program interventions that will achieve the desired goals.
- Establish and maintain collaborative working relationships with community partners, county staff and leadership, and others contacted during the course of work. Respond to information requests from County leadership, including elected officials and the director of DCHS.
- Monitor division-wide performance and provide expert-level consulting to programs for evaluation, performance management, quality management, data analysis, visualization, and reporting, and developing and monitoring performance metrics, such as customer satisfaction, service utilization, and other program outcomes to ensure effectiveness.
- Develop and support implementation of program and project goals and objectives, evaluation, and quality improvement plans, program policies and procedures, program and project budgets, and forecasting additional funds for staffing and resources.
- Respond to and resolve confidential and sensitive inquiries and provide expert guidance to other programs, departments, community members/organizations, elected officials, and outside agencies.
- Identify and track funding opportunities and trends; stay informed of the needs of DCHS programs and current functions; match funding opportunities with program needs.
- Monitor and report on program performance outcomes using a variety of mechanisms, including board briefs, audits, advisory updates, budget, program offers, dashboards, infographics, web posts, and grant reporting.
- Assist the Director, Deputy Director, and Division Director in monitoring programs and services, analyzing results and recommending program improvements or corrective actions.
- Monitor and report on high-level Director’s Office project goals such as Strategic Plan objectives and goals.

Minimum Qualifications/Transferable Skills*:
Education/Training:
- Bachelor Degree from an accredited college or university with major course work in Business Management, Project Management, Computer Science, or related field.
- Three (3) to Six (6) years of project management experience, preferably in a government environment.
- Three (3) to Six (6) years of managerial experience in an office environment
