Posting Description

1. Background
Habitat for Humanity International (HFHI) seeks a data collection partner to conduct household surveys on access to adequate and affordable housing around the world. This will feed into a new research initiative that aims to bring greater attention to global housing disparities in order to mobilize governments, donors, and development actors to increase efforts to ensure that all people have a decent place to live. HFHI aims to conduct the household survey in 2027, with potential future rounds to be conducted every two to three years, pending the availability of funds.

2. Scope of Work
The selected organization(s) will be responsible for the following:
Survey design and implementation. The selected organization(s) will design and administer a multi-country survey. We request price quotes on all three options listed in the table below. Option A is the most likely option. Submissions should indicate any countries that cannot be included along with proposed alternatives. Organizations that do not have the capacity to conduct data collection in all countries listed in each option are welcome to submit proposals for a sub-set of the countries (the specific countries should be clearly indicated in proposals).

Option A: 22 countries:
Argentina, Australia, Barbados, Brazil, Canada, Cote d’Ivoire, Egypt, Ethiopia, United Kingdom, Guatemala, Indonesia, Ireland, Kenya, Mexico, Nepal, Nigeria, Poland, South Africa, South Korea, Trinidad & Tobago, Turkey, United States

Option B: 58 countries
All in Option A plus: Armenia, Bangladesh, Bolivia, Bosnia-Herzegovina, Bulgaria, Cambodia, Chile, Dominican Republic, El Salvador, Germany, Hong Kong, Hungary, India, Ireland, Japan, Jordan, Kyrgyzstan, Lebanon, Lesotho, Lithuania, Malawi, Moldova, Netherlands, New Zealand, Nicaragua, North Macedonia, Paraguay, Philippines, Serbia, Singapore, Slovakia, Tanzania, Uganda, Ukraine, Vietnam, Zambia

Option C: As many countries as possible:
All in Option A & Option B plus as many additional countries as possible

Sample size and questionnaire length: We anticipate a sample size of about 1,000 respondents per country (potentially larger in populus countries). For quotes that propose to add HFHI’s housing question module to omnibus surveys, we anticipate that the questions would take about 3 minutes to administer (not including demographic questions). For quotes that propose stand-alone surveys, we anticipate a longer format: approximately 20 minutes including all housing questions and demographic questions.

Sampling and survey mode: Applicants should describe their proposed sampling methodology. We are open with regard to survey methodology, though we prefer probability samples generated through random sampling rather than quota samples, whenever feasible and cost effective. Specifically, in developing countries, we prefer household or telephone surveys with samples generated through random sampling to online surveys using quota samples. In more developed markets (e.g., OECD countries and similar), we are open to online surveys, provided the vendors(s) use high-quality respondent panels that yield representative samples, including for under-represented and marginalized groups (e.g., low-income, older, minority, gender, rural, etc.).

Questionnaire development: The selected organization(s) will work with HFHI to develop a set of appropriate questions suitable for multiple country contexts. Questions and topics will be determined collaboratively between the selected organization(s) and HFHI. We anticipate that a standard set of questions will be used in all countries. The vendor(s) will pre-test and pilot the questions; submissions should describe the proposed methodology for these activities.

Survey Administration: The offeror(s) will be responsible for survey fieldwork, managing enumerators, and ensuring data quality and integrity.

Data Cleaning: The selected organization(s) will be responsible for providing a clean data set in SPSS or Stata format, as well as Excel.

Analysis & Main Report: The selected organization(s) will conduct statistical analysis to generate country-level estimates based on the data. The organization(s) will be responsible for drafting a high-level report on key findings, roughly 30 pages in length, that includes visualizations of key findings.

Technical Report: The selected organization(s) will prepare a technical report describing the survey methodology, data documentation, and analysis approach.

3. Required Capacity:
* Demonstrated expertise in large-scale survey design and administration.
* Proven experience in conducting research in all world regions, including Global South countries. Demonstrated ability to adapt survey procedures to reflect unique challenges and contexts.
* Capacity to address challenges in reaching and surveying diverse populations, including those in informal settlements or with low literacy rates.
* Strong analytic skills for quantitative data synthesis and interpretation.
* Experience in drafting high-quality research reports.
* Experience developing indices based on survey data (preferred).

4. Criteria for Selecting Vendor(s)
Proposals will be evaluated based on the following criteria:

5. Proposal Submission Format
Applicants are requested to submit a proposal addressing all aspects of this RFP. The proposal should be structured as follows:
1. Narrative Submission (Maximum 15 pages, excluding appendices):
* Executive Summary: A brief overview of your understanding of the project, your proposed approach, and why your organization is the best fit.
* Understanding of the Assignment: Demonstrate your comprehension of the project background, objectives, and the specific needs outlined in this RFP.
* Proposed Approach: Detail your proposed methodology for survey design, sampling, data collection, data quality assurance, and analysis.
* Project Management Plan: Describe your proposed work plan, including key phases, activities, and deliverables with associated timelines.
* Risk Management: Identify potential risks to project success and outline your mitigation strategies.
* Roles and Responsibilities of HFHI: Clearly articulate expected roles and responsibilities of HFHI.
* Organizational background and key staff: Summary of relevant experience. Clearly define the roles and responsibilities of key staff within the project team. Supporting materials can be included as an annex:
- CVs/resumes for all key personnel who will be assigned to this project, highlighting their relevant experience and qualifications.
- A brief overview of your organization(s), including legal status, mission, and core competencies.
- Demonstrated experience in quantitative research, particularly multi-country household surveys.
- Provide examples of relevant past projects, including links to published reports or media coverage where possible.
- References from previous clients for similar work.

2. Detailed Budget:
* A comprehensive breakdown of all costs associated with the proposed work, categorized by activity (e.g., survey design, data collection, data analysis, project management, etc.).
* Budgets should specify the data collection costs for each country.

3. Timeline:
* A detailed project timeline (e.g., Gantt chart) outlining all key activities, milestones, and deliverables.
* Include three (3) milestones that could be linked to contract payments.

Question and Answer process: Email questions about this RFP to Jeremy Horowitz (jhorowitz@habitat.org) by 9:00am ET on May 26, 2026. Consolidated answers will be shared by May 29, 2026 with all organizations that have submitted questions or expressed interest.

Selection process: HFHI anticipates a two-stage selection process. In first stage, we will review proposals submitted in response to this RFP to identify a short-list of qualified candidates. In the second stage, we will conduct interviews with the shortlisted candidates to select one or more organizations for this project. We expect to notify all short-listed organizations (and all other bidders) of their selection status by July 15.
