The State of Connecticut, Department of Administrative Services (DAS), Bureau of Information Technology Solutions (BITS), is seeking an Information Technology Subject Matter Expert (ITSME) to join the Digital Government & Operational Excellence (DGOE) unit as a Salesforce Developer.

THE ROLE

This position is part of the DGOE Release Management Support Team, which is responsible for designing, developing, and deploying Salesforce-based solutions that support programs across multiple agencies. The Salesforce Developer will configure, customize, and extend the platform to deliver mission-critical systems for case management, service intake, eligibility determination, appointment scheduling, and public-facing portals. Working closely with business analysts, architects, and security teams, this role will ensure that solutions are built to enterprise standards, are secure, and meet the needs of Connecticut residents and state agency staff.

  • First shift (8:30 AM – 5:00 PM)
  • Location: 450 Columbus Boulevard in Hartford, CT
  • Work environment: Hybrid (combination of on-site and remote work)

PURPOSE OF JOB CLASS (NATURE OF WORK)


In a state agency supporting a highly complex Information Technology (IT) environment this class is accountable for functioning as a Subject Matter Expert in one of the following functional IT areas: networking, security, systems development, systems programming or database administration. This class also provides technical leadership and consultation in the areas of architecture, application design, systems programming, system integration, and/or database management OR the analysis, development and operational support of highly complex technologies affecting multiple infrastructure areas.

EXAMPLES OF DUTIES


  • Develops, configures, and customizes Salesforce applications using Apex, Lightning Web Components (LWC), Aura Components, Visualforce, and Flow to meet agency program requirements;
  • Implements integrations between Salesforce and external systems using representational state transfer (REST) or simple object access protocol (SOAP) application programming interfaces (APIs) and middleware platforms such as MuleSoft;
  • Configures and manages user roles, profiles, permission sets, and sharing rules to enforce data access controls and comply with enterprise security policies;
  • Designs and implements data models, including objects, relationships, and field definitions, to support scalable government solutions and cross-agency business processes;
  • Participates in structured release cycles, including sandbox management, metadata deployments, testing, and production cutover support;
  • Collaborates with business analysts, architects, and other developers to design and document scalable, reusable, and maintainable solutions;
  • Uses source control platforms such as Bitbucket or GitHub to manage Salesforce metadata, track changes, and support collaborative development practices;
  • Troubleshoots and resolves application defects, integration issues, and performance problems within established service level agreements (SLAs);
  • Develops and maintains technical documentation including configuration guides, release notes, and data flow diagrams;
  • Supports data management activities such as data imports, exports, transformations, and quality audits using native Salesforce tools or approved utilities;
  • Participates in code reviews, enforces development standards, and contributes to continuous improvement of development and deployment processes;
  • Ensures compliance with state and federal regulations related to data privacy, accessibility, and system security in all Salesforce development activities;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Nine (9) years of experience in infrastructure systems support, programming, database administration, systems/software development, networking or technical support.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE


Two (2) years of the General Experience must have been performing advanced technical level duties or as a working supervisor in such areas as: designing, configuring and implementing complex networks; configuring, installing and upgrading host-based applications packages and host and/or operating system software; system software/application development, performing any closely related advanced technical function.

NOTE: For state employees this experience is interpreted at the level of an Information Technology Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


  • College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) months of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS


  • Experience designing and delivering end-to-end large-scale Salesforce solutions across the platform’s full suite of development tools, cloud products, and frameworks
  • Experience integrating Salesforce with enterprise systems using modern application programming interface (API) architectures, middleware platforms, and identity management solutions to deliver secure single sign-on and authentication
  • Experience implementing Salesforce metadata management and deployment governance, leveraging source control, release management, and automated continuous integration/continuous delivery (CI/CD) processes to deliver consistent, secure, and auditable releases
  • Experience producing and maintaining comprehensive technical documentation—covering configurations, integrations, and release processes—for Salesforce solutions
  • Experience communicating with multiple diverse populations and skill levels to deliver compliant solutions
