Job Summary
Reporting to the University Title IX Coordinator/Interim Director for the Office for Community Conduct (OCC), the Secretary for Compliance and Title VI Coordinator is responsible for oversight of the University’s compliance with Title VI, as well as overall case management of Title IX hearings, Appellate Panels, NDAB Determination Panels, and matters subject to the University Committee on Rights and Responsibilities (UCRR) Fact-Finding Procedures.
Position Description
The Secretary is responsible for the management of Hearing Panels, Determination Panels, and Appellate Panels, including working closely with the University Title IX Coordinator/Interim Director for OCC and the Title IX Hearing Chair on application of the University’s Policies and Procedures addressing sexual harassment and other sexual misconduct and the University’s NDAB Policies and Procedures. The Secretary is also responsible for supporting the FFC in its application of the UCRR Fact-Finding Procedures.
The Secretary serves as the co-supervisor of the Title IX Hearing/Appellate Panel Assistant as well as anticipated additional supervisory responsibilities, as the team grows.
Other Duties Include:
- Supporting Hearing and Appellate Panels, including co-supervision of the Title IX Hearing/Appellate Panel Assistant.
- Supporting Determination Panels under the NDAB Procedures.
- Advising and serving as a resource to Hearing panelists, Determination Panels, Appellate Panelists, FFC members, local Title IX resources, Local Designated Resources (LDRs), personal advisors, and other University groups regarding the applicable policies and procedures.
- Providing logistical assistance to the University President or their designee, and to the FFC, the FFC-assigned Investigator, and the FFC Appeals Panel, as needed.
- Preparing summary materials, notice documents, and other applicable documents/materials for Hearing Panels, Determination Panels, Appellate Panels, and the FFC.
- Serving as liaison to the Investigator assigned by the FFC, as needed.
- Managing all communications, correspondence, and applicable materials for Hearing Panels, Determination Panels, Appellate Panels, the FFC, local Title IX Resource Coordinators, LDRs, parties and their personal advisors, and witnesses.
- Developing and implementing internal guidance and resource documents for Hearing Panels, Appellate Panels, Determination Panels, and the FFC processes.
- Developing and implementing training for personal advisors in hearings, appeals, determination panels, and FFC processes.
- Assisting in the development and implementation of training for Hearing Panelists, Determination Panelists, Appellate Panelists, Administrative/Review Board members, and Designees, in compliance with regulatory requirements.
- Offering informational sessions to Title IX Resource Coordinators, LDRs, and other University constituents.
- Ensuring that all documents are properly processed, consistent with FERPA and community expectations for the handling of sensitive information.
- Ensuring compliance with University policies and procedures and applicable Federal and state laws and regulations.
- Serving as a representative for OGE to both internal and external constituencies at the direction of the University Title IX Coordinator/Interim Director for OCC.
Basic Qualifications
Candidates MUST meet the following basic qualifications to be considered for this role:
- J.D. required.
- At least eight years of related professional work experience, including experience in civil rights compliance, investigations, or related work.
- Advanced degree other than J.D. may count toward years of experience.
- Supervisory experience.

- Excellent legal research, analytical, and writing skills. Strong organizational skills and attention to detail; ability to communicate effectively with faculty, staff, complainants, respondents, witnesses, and others within and external to the University community. Ability to use utmost discretion while working with confidential and sensitive information. Ability to manage diverse and changing priorities and work effectively in a team environment.
- Familiarity with federal statutes important to post-secondary education (e.g., Title IX, Title VII, VAWA, Title VI, Clery Act, FERPA), experience in the higher education environment, and/or fluency in different languages a plus.
Additional Information
This position has a 3-month orientation and review period.

Work Format Details
This is a hybrid position that is based in Massachusetts. Additional details will be discussed during the interview process. All remote work must be performed within one of the Harvard Registered Payroll States, which currently includes Massachusetts, Connecticut, Maine, New Hampshire, Rhode Island, Vermont, Georgia, Illinois, Maryland, New Jersey, New York, Virginia, Washington, and California (CA for exempt positions only). Certain visa types and funding sources may limit work location. Individuals must meet work location sponsorship requirements prior to employment.
