NYC Office of Technology and Innovation is building the technology, products, and services to deliver on the Affordability Agenda. This team designs, builds, and launches public-facing products for New Yorkers.
JOB DESCRIPTION
We are hiring Senior Product Managers to shape, ship, and launch resident-facing products end-to-end. This is a hands-on role. You will pair closely with designers, engineers, user researchers, policy teams, and other city employees to move from problem statements to working products and services for New Yorkers. You will lead products from problem framing through public launch: scoping the work, running discovery, prioritizing, making hard tradeoffs, and partnering with agency, policy, and executive stakeholders to ship successfully. You will also lead modern product practices for the team: how we frame problems, how we conduct discovery and research, how we use generative tools, how we measure impact, and how we deliver rapidly and responsibly for New Yorkers.
Responsibilities will include, but not limited to:
-Lead resident-facing products end-to-end, from problem framing through public launch, owning scope, sequencing, and the call on what ships in version one.
-Move quickly through discovery, rapid prototyping, MVP iteration, pilot, and launch, making pragmatic tradeoffs between scope, quality, and timing.
-Plan and run discovery with New Yorkers and agency partners, working with designers and researchers to turn findings into a clear product direction the team can build against.
-Partners with designers, engineers, user researchers, and other OTI employees on day-to-day product decisions, and own scoping and prioritization for your projects.
-Build and maintain relationships with agency staff, policy advisors, legal counsel, and executive sponsors, translating between policy goals and product decisions in both directions.
-Coordinate with the wider OTI team on what is needed for production launch, including platforms, performance, security, accessibility, and compliance reviews.
-Define and measure success. Write clear metrics, instrument products, and report on what worked, what did not, and what the team learned.
-Drive public launches and rollout. Partner with comms, executive offices, and external partner organizations on announcement plans, briefings, and post-launch traffic.
-Write clear product briefs, decision memos, and post-launch retros so that institutional knowledge is maintained and the team can continuously improve.
-Help shape the product culture of a small, mission-driven team, including mentorship, hiring, and onboarding for future product managers.
-Perform special projects and initiatives as assigned.
HOURS/SHIFT
Day - Due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications
1. A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or
2. A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or
3. Education and/or experience which is equivalent to "1" or "2" above.
Preferred Skills
The successful candidate should possess the following skills and experience:-5+ years of professional product management experience, with a track record of shipping consumer-facing or resident-facing digital products. -Direct, hands-on experience taking a product from concept through public launch, not only managing the roadmap of an existing one. -Experience working on small, cross-functional product teams alongside designers, engineers, and researchers. -Working fluency with modern product practices, including discovery, user research, prioritization, scoping, metrics, and post-launch measurement. -Strong written and verbal communication Ability to write a clear brief, run challenging meetings, and represent the team in conversations with agency partners and senior stakeholders. -Experience managing relationships with senior or executive stakeholders. -Hands-on experience shipping products in complex, regulated, or legacy environments, where the constraints are challenging and the data is imperfect. -Experience as a team leader and product owner, managing the work, deliverables, and outcomes of a cross functional product team. -Experience planning and moderating user research, including interviews with members of the public. -Familiarity with accessibility standards (WCAG 2.1 AA, Section 508) and what they mean for product scoping and tradeoffs. -Experience launching products publicly, including coordinating with communications teams, press, and external partner organizations. -Experience defining metrics and instrumenting products to measure outcomes, not just outputs. -Experience handling user data with appropriate privacy and ethical considerations built into the product. -Comfort with ambiguity. Ability to define problems, ask the right questions, and turn it into a buildable plan.

- $100,000 - $180,000 per year
