The State of Connecticut, Department of Public Health (DPH) is currently seeking a qualified individual for the position of Supervising Nurse Consultant (Facility Licensing and Investigations) in the Healthcare Quality and Safety Branch. FLIS seeks an enthusiastic candidate with considerable knowledge of standards of care, federal and state health care regulations and requirements.

Please note: Candidates who are offered and accept a position with DPH Facility Licensing and Investigations Section must be free from conflicts of interest at the time of appointment and continuously thereafter in accordance with the CT Code of Ethics and complete all required trainings.

POSITION HIGHLIGHTS:

  • Work Schedule: Typically Monday - Friday
  • Work Shift: Full-time, First Shift
  • Work Hours: 35 hours per week
    • Please note, a flexible/alternate work schedule and/or some telework opportunities may be available. Some off-hour inspections and travel throughout the state are required.

IN THIS ROLE YOU WILL:

  • Oversee and participate in federal and state inspections;
  • Schedule and review the work of survey staff;
  • Mentor and support survey staff;
  • Respond to emergent situations in health care facilities;
  • Complete and monitor survey and enforcement actions in accordance with federal and state requirements; and
  • Perform other duties as required.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In the Department of Public Health, Facility Licensing and Investigation Section (FLIS) this class is accountable for supervising staff in a major program which requires the application of professional nursing knowledge.

EXAMPLES OF DUTIES


  • Schedules, assigns, oversees and reviews work of staff;
  • Provides staff training and assistance;
  • Conducts performance evaluations;
  • Determines priorities and plans unit work;
  • Establishes and maintains unit procedures;
  • Develops or makes recommendations on development of policies and standards;
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
  • Prepares reports and correspondence;
  • Speaks to professional and lay groups;
  • Participates as a member of professional and lay group committees established to upgrade nursing and health care services;
  • Conducts on site visits to facilities independently or as team leader to resolve special problems;
  • May testify in court on state and federal policies and regulations;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY


  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations;
    • principles and practices of nursing care, administration and education;
    • standards of care and service delivery in licensed health care facilities or institutions, community based nursing agencies, local health departments, licensed home health agencies and ambulatory care facilities;
    • local, state and federal health agencies and programs;
    • standards in long term care facilities;
    • hospital nursing services;
    • skilled nursing facilities and intermediate care facilities organization and operational problems;
    • provision of medical and nursing care in a variety of settings;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Five (5) years of experience as a professional nurse in a position of administration, consultation, education or supervision.
NOTE:

  • Administrative capacity is interpreted as managerial responsibility in setting and implementing policies, carrying out program planning and evaluation, coordinating special projects, etc. in the area of nursing service delivery.
  • Consultative capacity is interpreted as provision of professional expert nursing advice to other than subordinate staff on major programmatic issues in the area of nursing service delivery.
  • Educational capacity is interpreted as experience in a full time professional teaching position instructing professional nurses in a formalized program or students in an undergraduate or graduate nursing program.
  • Supervisory capacity is interpreted as having administrative supervision of registered nurses or other professional staff.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


  • A Bachelor's degree in nursing may be substituted for one (1) year of the General Experience.
  • A Master's degree in health services administration, nursing or public health may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS


  • Experience reviewing regulatory work product and concluding compliance versus non-compliance with state and federal laws and regulations
  • Experience with reviewing plans of correction in response to identification of non-compliance during the course of inspection activities
  • Experience performing investigations and utilizing survey protocols in state licensed and federally certified healthcare entities
  • Experience prioritizing, managing and tracking multiple time-sensitive activities
  • Experience supervising and mentoring staff

SPECIAL REQUIREMENTS


  • Incumbents in this class must possess and retain a current license as a registered professional nurse in Connecticut.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
