Oregon State Hospital (OSH) is part of the Oregon Health Authority (OHA). The hospital falls under OHA’s Addictions and Mental Health’s Division and provides direct psychiatric hospital care to adults from throughout Oregon who are unable to be served in a community setting. At OSH, we put the patient first, and employees play an essential role in achieving the hospital’s vision to be a psychiatric hospital that inspires hope, promotes safety and supports recovery for all. At maximum capacity, OSH Salem and Junction City will be able to serve a combined 794 patients on 28 treatment units and 9 residential cottages. Services include psychiatric evaluation, diagnosis, and treatment, as well as community outreach and peer support. Oregon State Hospital is a Joint Commission-Accredited and CMS-certified public psychiatric hospital providing psychiatric and residential treatment services to persons committed by the Oregon courts as part of the state mental health service system.

This Accounting Technician position is part of the Business Services Department of the Oregon State Hospital (OSH). The Accounting and Banking office provides critical fiscal and patient banking supportive services to rest of the Oregon State Hospital. The primary purpose of this position is to use the Avatar, Statewide Financial Management Application (SFMA), or other systems to perform Accounting and Trust Banking functions that support the operations of the Oregon State Hospital (OSH), a division of the Oregon Health Authority. The Accounting Technician ensures compliance with authoritative requirements of the Governmental Accounting Standards Board (GASB), Oregon


Revised Statues (ORS), Oregon Administrative Rules (OARs), Oregon Accounting Manuel (OAM), Internal Revenue Code (IRC), State procurement policies, Agency, Hospital, and other citing. The Accounting Technician performs financial transactions such as voucher expenditures, interagency payments, purchase order payments, accounts receivables, outside medical expenditures, capital asset expenditures, contract payments, expenditure accruals, Department of Revenue garnishments, cash receipting, revenue reductions, revenue transfers and cost allocations. This position will cross trains for both the accounting and banking functions as needed but is primarily banking. Performs
trust account banking services for over 500 patient accounts.

What We Are Looking For

Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits; OR

One year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits AND

at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2; OR

At least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2 and may include any additional accounting courses with “accounting” in the title.

*Training or experience must include using a computer to enter, update, or retrieve information.
