Job Summary
The Director of People and Culture is an administrative leadership position that reports directly to the Vice President of People and Culture. This position provides operational leadership and management for all core human resources functions at Southwest Tennessee Community College, ensuring that HR practices are compliant, efficient, and service-focused in support of the College’s mission, values, and strategic planning. The Director leads the daily operations of the People &amp; Culture division, overseeing talent acquisition, benefits administration, classification and compensation, performance management systems, employee relations, leave administration, compliance, and records management. This position ensures the accuracy and integrity of HR processes, data, and systems, maintaining alignment with TBR policies and applicable state and federal regulations. Serving as the operational anchor of the People &amp; Culture division, the Director ensures consistency, accuracy, and service excellence across all HR processes. The role translates strategic initiatives into operational practice, advancing a culture of equity, accountability, and continuous improvement. The Director collaborates closely with the Vice President, senior leadership, and campus stakeholders to evaluate service delivery models, optimize HR workflows, and strengthen employee engagement and institutional effectiveness. 
Job Duties
<ul>
<li>Provide operational leadership and oversight for the daily functions of the People &amp; Culture division, ensuring consistent, compliant, and high-quality service delivery across all areas of human resources operations.</li>
<li>Lead daily human resources operations, including talent acquisition, benefits administration, classification and compensation, performance management systems, employee relations, leave administration, compliance, and records management.</li>
<li>Talent Acquisition &amp; Onboarding: Oversee full-cycle recruitment and selection processes to attract and retain top talent; collaborate with Learning and Organizational Development to ensure effective onboarding, professional development, and succession planning initiatives.</li>
<li>Classification, Compensation, and Faculty HR: Manage position control, classification reviews, and salary analyses; recommend equitable and competitive compensation structures; oversee job description management and faculty-related functions, including contracts, tenure review, salary placement, and credential verification.</li>
<li>Benefits, Leave, and Compliance: Administer leave programs and benefits plans; ensure legal and policy compliance; conduct internal audits and risk assessments to maintain regulatory adherence under federal, state, and TBR guidelines.</li>
<li>Employee Relations and Performance Management: Address complex employee concerns and complaints with fairness, discretion, and timeliness; provide guidance on corrective actions, conflict resolution, and performance management processes that align with institutional values and policies.</li>

Minimum Qualifications
<ul>
<li>A Master’s degree from an accredited institution in Business Administration, Human Resources, or a related field. 
</li>
<li>Minimum of seven (7) years of progressively responsible human resources experience with advanced functional knowledge of HR policies, processes, and business acumen. 
</li>
<li>Must have direct supervisory experience overseeing the functional areas within scope of this position, including talent acquisition, classification and compensation, benefits administration, employee relations, compliance, and records management. 
</li>
<li>Minimum of three (3) years of experience leading a professional team responsible for developing and executing HR programs and services across key functional areas. Or a minimum of eight (8) years of combined experience in human resources operations and program delivery with increasing responsibility across the functional domains listed above.&nbsp;</li>

Certification Requirements

<h4>JOB SUMMARY:</h4>The Director, Compliance (“Director”) will oversee and strengthen OnPoint’s Compliance Management System (“CMS”), under the direction of the Chief Compliance Officer (“CCO”). The Director will ensure compliance with all applicable federal, state, and local laws and regulations in alignment with the credit union’s future growth and culture of compliance. The Director will support the CCO in leading a collaborative regulatory compliance advisory team that provides ongoing expert guidance to all internal and external partners. The Director will support the ongoing maturity of OnPoint’s compliance processes and technology, focusing on operational efficiencies that mitigate compliance risk. The Director will provide regulatory compliance consultation and help develop and implement appropriate compliance policies across the credit union. <h4>Responsibilities:</h4> <ul><li>Lead and support Departmental Compliance Officers, providing feedback and managing projects related to specific departmental compliance requirements, including risk assessments, quality control reviews, product reviews, service offerings, and regulatory trainings, ensuring they align with all appropriate compliance rules, regulations, standards, controls, and the credit union’s overall risk appetite.</li><li>Provide Departmental Compliance Officers with guidance and training to enhance efficiency and productivity of compliance workflow and ensure departmental objectives are met.&nbsp; </li><li>Maintain and provide expert level knowledge related to federal and state consumer financial protection compliance regulations, laws, and guidance.</li><li>Independently perform necessary investigations resulting from elevated concerns related to consumer financial protection compliance requirements. </li><li>Assist in tracking and preparing clear and concise monthly reporting related to, but not limited to, departmental inquiries, projects, training, regulatory changes, and other services provided to departments.</li><li>Direct the annual review of policies, disclosures, procedures, standards, and guidelines, ensuring they align with all appropriate compliance rules, regulations, standards, controls, and the credit union’s overall risk appetite. This includes enterprise compliance policies and those specific to the Compliance Department. The Director will engage the Legal Department and others as appropriate. </li><li>Lead the quarterly review of all member facing materials (e.g., disclosures, forms, member letters) in collaboration with various credit union departments.</li><li>Collaborate with various departments across the credit union to perform regular reviews of all existing and new products, services, technologies, etc. to ensure adherence to all federal and state compliance requirements. </li><li>Collaborate with all internal and external parties for the purposes of audits, examinations, or consulting projects on behalf of the Compliance Department. </li><li>Monitor external resources for emerging state and federal regulatory compliance trends and changes, overseeing analysis and dissemination of information to applicable business units.</li><li>Manage Regulatory Change Management by conducting and documenting thorough analysis of all state and federal consumer financial protection laws, regulations, guidance, etc. and how they impact the credit union. </li><li>Collaborate to provide thorough complaint-related investigations, and to track identified issues, including identification of the level of concern and root cause, risks, recommendations, and appropriate remediation. This includes proper documentation and analysis of the issue to identify the root cause, risks, recommendations, and remediation when appropriate.</li><li>Maintain effective communication with all department partners and leadership so all stakeholders are informed about compliance requirements and are able to work together to mitigate compliance risk exposure. </li><li>Report to the CCO on a regular cadence, providing status updates related to the Director’s oversight.</li><li>Lead and participate on committees and teams as needed.</li><li>Support miscellaneous compliance and risk management projects as requested by the CCO.</li><li>Facilitate the creation of regulation-specific trainings led by Departmental Compliance Officers for specific credit union departments. Perform the annual review of the credit union’s required regulatory compliance trainings and update the training department accordingly. </li></ul>KNOWLEDGE, SKILLS, AND ABILITIES:<ul><li>Broad knowledge of financial services, deposit, and lending compliance laws and regulations (e.g., TILA/Regulation Z, TISA, UDAAP, FDCPA, ECOA/Regulation B, Regulation CC, and FCRA).</li><li>Ability to interpret complex literature and regulations, and apply these concepts to credit union activities, and communicate requirements with all levels across the organization. </li><li>Strong analytical skills to identify issues, conduct research, and interpret data from various sources, and track and resolve trends and issues across the organization.</li><li>The ability to communicate succinctly and effectively, both orally and in writing, with stakeholders at all levels of the organization. </li><li>Significant level of diplomacy, professional ethics, and confidentiality.
