Maintains regular contact with the essential offices and support services on Gallatin Campus to conduct the day-to-day business of the Center. Maintains a working knowledge of internal and external policies, guidelines, and procedures specific to the operation of a Center. Assists in the formulation of reports, analyses, studies, objectives, and strategies on enrollment, major trends, patterns, projections, etc. related to the Center. Minimum Qualifications:
Master’s degree. Two years supervisory experience in a higher education setting in the area of administration, teaching or related field.
Preferred Qualifications:
Ph.D. in Education or closely related field. Knowledge of Banner Enterprise Resource Planning (ERP) system. Experience in higher education developing and coordinating various community, industry, and educational partnerships.

TBR—The College System of Tennessee serves community colleges and technical colleges across the state. The Office of Policy &amp; Strategy works at the front lines of TBR’s efforts to develop insights about student success through research, policy analysis, and innovation. Through the Office of Policy &amp; Strategy’s data and research, TBR is able to turn research findings into actionable information to support postsecondary access and success. Within the Office of Policy &amp; Strategy, the TBR Policy Lab leads research about the effects of state and system policy on student outcomes. The TBR Policy Lab currently leads projects about corequisite learning support, dual enrollment, and employment outcomes for graduates of TBR colleges. The TBR Policy Lab also collaborates closely with the TBR Innovation Lab, which leads the design, implementation, and evaluation of projects to improve student success. The Director of Policy Research will lead the TBR Policy Lab’s project portfolio. The Director will coordinate research projects by developing research designs, leading data collection and analysis, and using research findings to make recommendations to improve student outcomes at TBR colleges. Additionally, the Director will manage project planning and coordinate the work of internal and external partners affiliated with the TBR Policy Lab. The Director of Workforce Development is a strategic and dynamic leadership position responsible for advancing the College’s Mission, marketing, aligning workforce training to meet regional workforce needs, and scheduling classes, training programs, and workshops that meet the needs of industry and business partners. This position is responsible for developing, expanding, and sustaining innovative partnerships with business, industry, educational partners, and community organizations throughout our nine-county service area to ensure a well-prepared workforce for in-demand careers. The Director provides thoughtful vision and leadership for the design and delivery of all workforce programming, including customized training, short-term nonacademic certifications, apprenticeships, and continuing education. DUTIES AND RESPONSIBILITIES:
Build and maintain strong partnerships with employers, chambers of commerce, economic development agencies, and community organizations.
Develop new workforce initiatives to address skills gaps and advance regional economic growth.
Collaborate with academic schools to integrate workforce pathways into credit-bearing programs, complement academic programming, and build a faculty pool to teach workforce offerings.
Manage budgets, explore grants, and find external funding sources/opportunities to expand workforce training.
Serve as a community ambassador for the college.
Schedule, staff, and market workforce development programs.
Create specialized training programs, workshops, and seminars for industry and business partners.

Coordinate with the DSCC Emergency Medical Services program director to register the workforce development paramedic and healthcare programs and develop training opportunities and apprenticeship pipelines as needed by industry partners.
Oversee the apprenticeship programs for DSCC, recruit new apprentices, and work with employers to onboard new programs.
Track and report apprenticeship hours in the Workhands program and in institutional required reporting.
Work to increase enrollment of Military and Military Affiliated students in credential courses within the Workforce Development.
Identify and solicit grant opportunities to assist with training as needed.
Travel to businesses within the service area to meet with prospective clients and industry partners.
Work collaboratively with the Office of External Affairs to design marketing materials for the athletic department, including but not limited to schedule posters, rosters, infographics, social media graphics, and advertising graphics.
Maintain the department’s social media pages, online course catalog, and Campus CE accounts on a regular basis.
Participate in Chamber of Commerce Coffees and After-Hour events, and other community meetings.

Answer incoming calls relating to Workforce Development information in the absence of the Assistant Director of Workforce Development.
Work with Financial Aid to ensure students follow any registration procedures as needed for federal funding that might be available for non-credit courses.

Job Purpose:&nbsp;The overall purpose of this job is to provide upper level administrative support and leadership to the Division of High School Programs specifically providing leadership for early post-secondary opportunities (EPSO’s) and K12 outreach for service area high schools providing guidance for the college’s dual enrollment program. This position will require the ability to manage a fast-pace/high volume work environment while ensuring the highest quality work. Essential Job Functions:

<li>Provide leadership of the college’s entire Dual Enrollment Program as related to the admissions and registration processes, grant application, processing fees, and collecting required documents to promote growth. Communicate with academic division deans and department heads, and Workforce Training regarding the Dual Enrollment Program. Collaborate with and lead service area high school counselors and staff to ensure progress and growth of high school programs such as the College’s Dual Enrollment Program and other Early Post-Secondary Opportunities and lead all efforts to increase enrollment of area specific diverse populations within both credit and non-credit programs at service area high schools/districts. Develop, administer, and provide quality improvement of policies and processes related to high school programs.</li>
<li>Assist the High School Programs Dean for all WSCC teaching sites and centers for both credit and non-credit courses at these locations; assist students, including those from a diverse background, in career mapping and goal setting to obtain their desired degrees/educational goals through both academic and Workforce Training courses/programs.&nbsp; Provide divisional leadership for all activities and responsibilities within the division in dean’s absence and/or when directed by dean and/or Vice President.</li>

Work cooperatively with college-wide personnel, Tennessee Board of Regents staff, Tennessee Student Assistance Corporation, and Tennessee Higher Education Commission to lead and support the College’s mission including those from area specific diverse populations.</li>

The Executive Director of Strategic Planning and Institutional Effectiveness serves as the senior officer responsible for leading, coordinating, and advancing the College’s strategic planning and institutional effectiveness initiatives. This role includes oversight of institutional research, college benchmarks, assessments, accreditation support, and special projects as assigned. The Executive Director ensures the integration of data-informed decision-making across all units, supports continuous improvement, and promotes accountability and transparency. Job Duties

Title: Director of High School Initiatives
Job Summary
This position is responsible for developing, coordinating, and implementing all early post-secondary opportunities for Jackson State Community College. This position manages all aspects of the dual enrollment and middle college program by establishing and maintaining partnerships with K-12 school districts in the Jackson State’s 10 county service area.
Job Duties
• Facilitate the implementation of initiatives and strategies related to dual enrollment and middle college.
• Work collaboratively with high school administration to develop the academic schedules
• Work with the academic deans to provide dual enrollment courses, including instructor staffing
• Develop and coordinate marketing, recruiting and outreach activities to enhance knowledge of and participation in dual enrollment and middle college programs.
• Provides orientations and support for new instructors, students, and parents
• Administer the Dual Enrollment and Middle College Scholarships
• Work collaboratively with Campus Directors to coordinate all early post-secondary opportunities in their service areas
• Work closely with admissions, financial aid, and business office to facilitate dual admissions, student support, and payments
• Serve as liaison between area school systems, high school administration, counselors, teachers, and parents
• Coordinate academic resources for students and track their academic progress
• Assist with the transition of dual enrollment students matriculating to Jackson State
• Develop and maintain Memoranda of Understanding with area school systems
• Work collaboratively with Middle College administration to provide course schedule planning and student advising
• Related duties as assigned
• Maintain digital records appropriate to the Academic Affairs unit.
Minimum Qualifications
• Bachelor's degree from an accredited institution • Minimum of 2 years' experience working in higher education with high school partnerships • Experience with administering the Dual Enrollment/Middle College grant 
Preferred Qualifications
• Master's degree from an accredited institution • Two (2) or more years of community college experience 
Knowledge, Skills, and Abilities
• Technology Skills: Banner, MS Office skills, Word, Excel, Outlook; videoconferencing software; digital records management systems; general operating systems and data information systems • Effective verbal and written communication skills with diverse individuals • Time management and organizational skills to meet planning and other assigned deadlines
