Data and Evaluation Lead

The Data and Evaluation Lead will support the Bureau of Primary Health Care and report to the Program Manager. This position will be hybrid. Responsibilities:
  • Design, implementation, and ongoing management of the evaluation framework established under Task 8, including all data collection instruments, data quality processes, quarterly and annual reporting, and the mid-contract evaluation.
  • Quantitative and qualitative evaluation
  • Manage clinical outcome data collection
Qualifications:
  • Master's degree in public health, epidemiology, health services research, biostatistics, or a closely related field. A doctoral degree is preferred. Relevant certifications may be considered in combination with substantial experience.
  • Minimum seven (7) years of experience designing and managing evaluation frameworks for federal health programs, technical assistance contracts, or comparable initiatives.
  • Demonstrated experience collecting and analyzing clinical outcome data, including blood pressure, HbA1c, and BMI, in primary care or safety net settings.
  • Proficiency in quantitative and qualitative data analysis methods, including experience with statistical software and qualitative analysis tools.
  • Familiarity with HRSA's Uniform Data System (UDS) and federal health program reporting requirements preferred.
  • Experience with data governance, data security protocols, and HIPAA-compliant data management practices.
