Who We are Seeking: DART is seeking to fill a Commercial & Industrial Property Appraiser Senior position for a regular full time assignment. This position is an advanced journey-level paraprofessional in the Property Appraiser job series that performs the most difficult and complex assignments requiring a higher level of responsibility, applying advanced subject knowledge, leading others in assigned tasks and exercising significant independent judgment and initiative. They will receive work assignments in terms of objectives, priorities, and deadlines. They will review others' work. Their own work is reviewed for technical accuracy, compliance to program objectives and overall results.
Your role in this position will include the following:
Leading:
- As an integral member of the INCOM (Industrial Commercial Multi-Family) valuation leadership group you will lead a group of appraisers and/or appraisal projects
- Prioritize and coordinate work assignments
- Review work for accuracy
- Provide support and training to valuation staff members
- Recommend organizational or procedural improvements or modifications
- Assist with developing, planning and implementing strategies, policies, practices, and priorities
- Prepare reports on operations and activities
Appraisal:
- A person in this role may perform or oversee the most complex and difficult INCOM group appraisals
- Make value estimates using income, market, and/or cost approaches where applicable
- Estimate depreciated value of machinery, equipment and personal property assets, develop land values and contamination adjustment estimates
- Estimate values for consolidation and segregation of property
- Make exception event determinations per Measure 50
- Confer with the appraisal supervisory staff on appraisal problems
- Prepare, review, participate in and train others in Property Value Appeals Board (PVAB), Magistrate or Regular Division, and give recommendations based on evidence submitted
- Prepare narrative appraisal reports on the most complex properties
- Train others to, or personally, confer with property owners or their representatives regarding assessed values and related assessment issues
- Explain rights and procedures
- Initiate changes to assessment roll to correct double assessments, omitted property, clerical errors and other changes related to the assessment roll
Research & Analysis:
- Prepare and present comprehensive reports to various and diverse audiences
- Analyze sales information for property, land sales and other appraisal data for use in sales studies and in market value appraisals
- Analyze zoning regulations and land use restrictions
- Participate in development of valuation models
- Plan, organize and lead special studies or reappraisal projects
- Review proposed legislative concepts
Inspection:
- In this role you may physically inspect machinery and personal property assets, bulk petroleum storage facilities, improved and vacant property to determine condition and construction information
- Measure buildings, interpret blueprints and prepare scale drawings to determine a property's highest and best use

Minimum Qualifications/Transferable Skills*:
- Associate degree; experience may substitute for a degree
- 3 years of appraisal experience that demonstrates the ability to perform the duties of the position
- A valid driver license; this position requires the appraiser to use their own vehicle to perform field inspections; their vehicle must be properly insured
- Possession of, or ability to obtain within 60 days of hire or as soon as reasonably possible an appropriate and valid Oregon State Appraiser Registration as outlined in ORS 308.010
- Be able to pass a criminal records check

This recruitment may be used to fill full-time, part-time, temporary, limited duration and on-call positions.
Type of Position: This hourly union-represented position is eligible for overtime.
Schedule: We offer a variety of flexible schedules such as 9/80’s 4/10’s or 5/8 hour shifts.
Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
