Program Leadership, Expansion, and Stakeholder Reporting
- Strategic Focal Point: Serve as the primary leader and face of the Center for Innovation and Impact, driving the strategic vision for countywide English Language Learner (ELL) workforce integration. This role will help bridge the gap between ELL talent and industry needs by developing a deep understanding of all healthcare career pathways represented in the grant, including licensure requirements, essential certifications, ideal candidate profiles, and the overall industry outlook. Pathway Scaling and Development: Lead the countywide expansion of the ELL Healthcare Pathways and other existing programs, ensuring seamless alignment and articulation between adult education ESL/vocational programs and the Contra Costa Community College District. To guarantee these educational offerings are scalable and sustainable, this role will actively support instructional staff and continuously optimize overall program structures. Employer Engagement: Build, strengthen, and maintain robust partnerships with local healthcare employers (e.g., John Muir Health, Kaiser Permanente, local clinics) to ensure training aligns with current workforce demands and to establish direct hiring pipelines that support our graduates in securing employment. Curriculum and Resource Alignment: Collaborate with instructional leaders across consortium agencies to seamlessly integrate healthcare-specific language instruction (VESL) with clinical skills training. To ensure the curriculum remains relevant and graduates stay highly competitive, establish continuous feedback loops with employer partners, analyze data on student performance and workforce readiness, and work with industry leaders to identify additional training needs.
- Deployment Strategy: In consultation with CCAEC member institutions, coordinate the strategic deployment of specialists across adult schools, college campuses, and community sites based on student density and need. Case Management Fidelity: Develop and oversee best practices for individualized case management, ensuring transition specialists are effectively tracking student progress from program entry to employment. Industry Advisory Board Development and Management: Leveraging existing program advisory structures, establish and lead dedicated advisory boards for all existing healthcare pathways. Organize and facilitate regular meetings with industry partners to continuously solicit feedback on the effectiveness of current programs, identify shifting employer demands, and accurately forecast upcoming hiring needs.
- Wraparound Services Network: Cultivate and enhance partnerships with county and community-based organizations to build a robust referral network for wraparound services (e.g., housing assistance, childcare, transportation, food security, and mental health services). Systemic Advocacy: Identify systemic barriers preventing ELL students from succeeding in healthcare pathways and advocate for policy or programmatic changes within the consortium to dismantle them. Transition Success: Ensure systems are in place to guide students through complex transitions, including financial aid applications, college enrollment, credentialing exams, and job placement.
- Performance Metrics: Establish mechanisms to track student enrollment, retention, credential attainment, and job placement rates within the healthcare pathway. Reporting: Prepare detailed reports for CCCAEC leadership, grant funders, and external stakeholders, highlighting program impact and areas for growth. Continuous Improvement: Utilize qualitative and quantitative data to continuously refine case management strategies and transitional services, while helping to ensure pathway offerings remain responsive to learner needs and workforce expectations.
Education and Experience:
- Bachelor’s degree in Education, Public Administration, Social Work, Workforce Development, or a related field (Master’s degree highly preferred). Minimum of 5 years of experience in education administration, workforce development, social services, or roles of similar scope and complexity. Demonstrated experience working with Adult Education, Community College systems, and/or English Language Learner populations. Proven track record of managing complex, multi-agency projects or grant-funded programs.
- Bilingual Proficiency: Fluency in English and Spanish (or another locally significant language) is encouraged. Equity Focus: Deep understanding of the systemic barriers facing immigrant, refugee, and ELL communities, with a commitment to culturally responsive practices. Stakeholder Management: Exceptional ability to build consensus and collaborate across diverse educational institutions, non-profits, and corporate employers. Systems Thinking: Ability to design scalable processes for case management and program tracking across multiple fragmented systems. Communication: Excellent written and verbal communication skills, capable of presenting complex data and narratives to diverse audiences.
- Schedule and Contract Terms: Full-time expectation of 40 hours per week, contracted for 48 weeks per year. Work Environment: Hybrid role requiring travel across Contra Costa County to visit adult education sites, community college campuses, and partner locations. Flexibility Needs: While primarily standard hours, some evening and occasional weekend hours are required to attend community events, consortium meetings, or student orientations.
- Funding Allocation: Up to $190,693 for the 48-week contract period, depending on experience, qualifications, and the final agreed-upon scope of work. Contract Terms: This role will be awarded as an independent contractor. The contractor is not considered an employee and is therefore not eligible for traditional employment benefits, including healthcare coverages, paid leave, or district retirement alignments (e.g., CalSTRS/CalPERS).
